The South Carolina Law Enforcement Division (SLED) hereby provides notice, pursuant to the authority of SC Code 11-35-1560 and SC Regulation 19-445-2105, that it intends to award without competition a contract to Porter Lee Corporation for software maintenance and support for the Crime Fighter BEAST Information Management System, which is currently in use at SLED. Porter Lee Corporation is the developer and holds all rights to the software and supporting systems. They are the sole source for licenses, support, maintenance, hardware and consumables for the system.

Structural damage to the SCDNR’s boatslip, home to the Division’s fleet of large research and law enforcement vessels, presents an immediate safety hazard and has put the entire structure at risk of further deterioration and failure. On September 30, 2022, Hurricane Ian opened up holes in the seawall below the waterline and damaged tie-up pilings. Its immediate impact was not fully realized until recently when large sinkholes developed around the boat slip creating a hazard for pedestrians but also endangering adjacent roadway and utilities. Northeast winds and wave action continue to exacerbate the situation. If the structural damage is not addressed immediately, the deterioration and risk of failure continue to grow. Costs associated with these repairs will also increase.
As part of the proposed and funded scope of work of a NOAA NERRS Science Collaborative research proposal, unoccupied aerial vehicle (UAV) based assessments are needed of intertidal oyster reefs within the North Carolina NERR. The work should be based on established and validated workflows and generate spatially-accurate determinations of reef extent, elevation and rugosity that can be used to assess reef condition to direct management and restoration actions.
The Medical University of South Carolina (MUSC), Department of Cardiology in accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, intends to award without competition, a sole source contract to inHEART Inc.
The Department of Cardiology is requesting to purchase the inHeart models bulk purchase for research. "inHEART Models - Research" is a cloud-based service to process medical images (CT and/or MRI) and transform them into a digital 3D model containing highly detailed relevant anatomical structures and substrate information. inHEART Models 3-D segmentation unlimited scans. Medical images are transferred over the cloud to inHEART and then processed by our experts using our proprietary image processing software. It is intended to be used for research use only. “inHEART Models - Research” is a sole source service, created, sold, and distributed exclusively by inHEART, IHU Liryc - Hôpital Xavier Arnozan, avenue du Haut Lévêque, 33600 Pessac, France. No other company makes a similar or competing product/service. This service must be purchased directly by institutions from inHEART. There are no other agents or dealers authorized to represent this product. The Department is in the process of enrolling patients in this research protocol that requires the use of the inHEART analysis. It is vital to the integrity of the research project to contract with inHEART. "

This AFM equipment shall be used to exert mechanical force on individual biological molecules and to measure their response to this force. In order to make measurements of this kind, the instrument must have low mechanical noise, must be compatible with ultrashort (~10 um) AFM cantilevers, “closed loop” feedback-based scanning in all three dimensions, temperature control, and the have the ability for the user to specify custom instrument operations via an accessible programing language/interface. This combination of functionality is only present in the requested instrument. Further, other research data has been captured and methods developed using the Asylum Cypher. In the course of the anticipated work, the researcher has developed an extensive library of instrument-control code for the Asylum Research Cypher that would have to be rewritten if a different system from a different manufacturer were to be used. For these reasons, this is a sole source procurement.
The purpose of this emergency procurement is to secure services to recondition the District's football helmets after the 2022 football season. These services must be performed by an NOCSAE certified and licensed reconditioner. We require helmets to be inspected and reconditioned after every season for the safety of our student athletes.

SCDNR is planning to sole source the additional authorship services for the Broad River Basin Plan. Under our current contract 4400028230 CDM Smith is tasked with completing sections of chapters 5 & 6 and all of chapters 7-10. Allowing CDM Smith to author all chapters will allow continuity and consistency in the writing and reporting process.
The existing contract for a Donor Platform and Scholarship Awarding solution is due for expiration and there is insufficient time and staffing for implementation and training of a new solution. A renewal with Blackbaud is needed due to compatibility with existing hardware, software, integrations and processes to ensure a seamless continuation of donation activity and scholarship awards.
Horry County Schools (District) intends to procure all labor and materials necessary to remove and reinstall required equipment and make any necessary modifications of the Simplex duct detectors for the Carolina Forest High HVAC Renovation project for the replacement of ten (10) Make-up Air Units at CFHS, 700 Gardner Lacy Rd., Myrtle Beach, SC 29579. The Simplex System is a proprietary system, and Johnson Controls is the only entity that manufactures the required compatible Simplex parts for this work. A John Controls Fire Protection Factory trained personnel can only perform these services.
In compliance with notice requirements per S.C, Code Ann. §11-35-1570, the University of South Carolina has awarded an emergency contract to SHI International Corp for Cloud Services for the University of South Carolina.
The University found that six campus fire hydrants were in disrepair. This is an emergent issue as there is a safety risk imposed to the inhabitants of the University in the chance of a fire event.
Clemson requires an academic partner in Barcelona that can provide both Architecture and Landscape Architecture students architecture programming specifically crafted to the CU syllabus, and taught in English by faculty/practitioners in Barcelona. The project/coursework must flow from one semester to the next. The partner must have sufficient studio space to accommodate up to 20 Clemson students with individual desks; dedicated classroom space; up-to-date printers, plotters and laser cutters; restrooms and kitchen area; and collaboration space. The provider must offer 24/7 student support. The provider must deliver one or two long (5 days minimum) field studies travel plus at least bi-weekly day trips for the Field Studies course.

The Storm Drain on the 9th grade road at the Dorman Campus has washed out during recent rainfall. A 48 inch storm drain is coming apart piece by piece, creating a danger on the campus to drivers, walkers, and students.
The South Carolina Department of Health & Environmental Control (DHEC) is seeking a qualified vendor to provide Vitaflo metabolic formulas or FDA approved formulas of exact metabolic composition of Vitaflo formulas, which are available only by prescription from a licensed medical provider and used to treat children with inborn errors of metabolism. SCDNR has the intent to sole source the use of the Palmetto Shooting Complex, management of event staff and supplies used for skeet trap and sporting clay shooting events. Our shooting program requires 5 skeet and 5 trap fields to accommodate our large skeet and trap events.
