The anticipated value of this contract is $127,000.00.

 

SC DHEC intends to procure one (1) Protean 6 Detector Manual Multi Detector System and three (3) additional tiers of 6 Detectors and Counting Electrodes. This equipment will be utilized for analyzing drinking water and environmental samples for man-made and naturally occurring alpha and beta emitters, and is compatible with the existing Protean hardware and software systems currently utilized by the Analytical and Radiological Environmental Services Division’s laboratory. Protean is the manufacturer and only known vendor of this equipment.

Agency has contracted with or plans to contract with Emergency Vendor for Survey Planning Consultant Services per S.C. Code Ann. §11-35-1570 and S.C. Regulation 19-445.2110, Emergency Procurement.

On May 13, 2022, Governor Henry McMaster signed H.4408, which included an allocation of $400 million to the Office of Regulatory Staff - South Carolina Broadband Office for the purpose of deploying broadband infrastructure. The Act states “It is vital to the state’s interest that grant funds be awarded for the deployment of broadband infrastructure in rural communities in the most expeditious manner possible. Accordingly, contracting with broadband service providers and the procurement of professional grant management, vendor, consulting, or other services and pursuant to this act should be done pursuant to the provisions fo the S.C. Code Section 11-35-1570 of the 1976 Code.” In addition, the Act states “The State Fiscal Accountability Authority shall serve as the procuring officer for the procurement process and is responsible for administrative duties related to the process and the contract awarded.”


The Office of Regulatory Staff - SC Broadband Office solicited proposals from three vendors for these services. Based on the evaluation of the offers received, Vizbii was determined to be the most advantageous offer to the State.

The South Carolina Department of Health & Environmental Control (DHEC) is seeking a qualified vendor to provide four new (4) Teledyne API (TAPI) T640X PM Mass Monitors with Federal Equivalent Method EQPM-0516-238 (PM2.5) and 239 (PM10) and seven new (7) Teledyne API (TAPI) T640 PM Mass Monitors with Federal Equivalent Method designation EQPM-0516-236 designation. The instruments provided must be compatible with the existing T640X and T640 Teledyne instruments. These instruments must employ a measurement principle of broadband spectroscopy using 90° white-light scattering with polychromatic LED. All eleven (11) instruments must be provided by the same vendor. All 11 instruments would share the same software, consumables, spare parts, and supplies to be compatible with our standard operating procedures (SOPs) for all instruments and would include the same training for them.

Install and rent a 30-ton chilled water air handling unit in the mechanical room at DHEC's location at 301 Gervais Street, Columbia, SC.  On December 24, 2022 the chilled water coil on the fourth floor air handler at DHEC’s 301 Gervais Street location froze and burst flooding the lower three floors of the building. The part needed to repair the unit is a custom item and is unavailable for an expected 6 months. Without this repair, the 4th floor has heat but no cooled air.  The rental and installation of a temporary unit to serve until repair parts could be obtained was solicited competitively using a RFQ, but award under that RFQ could not be made because all offers received exceeded the $50,000 RFQ limit.  A new solicitation would require several more weeks as warmer temperatures are approaching.  The fourth-floor temperatures are routinely exceeding 80 degrees many afternoons and the building usually runs about 10 to 15 degrees above outside air, with even warmer temperatures predicted and expected in the days and weeks ahead.  This Emergency Procurement is being awarded to the lowest priced responsive and responsible offer received in response to RFQ 5400024770.
