In compliance with notice requirements per S.C, Code Ann. §11-35-1570, the University of South Carolina has awarded an emergency contract to W.B. Guimarin for replacement of pipes and evaporator coils that burst on the USC Columbia Campus in the Russell House, Longstreet Theatre and Sumwalt College buildings.
Clemson University is intending to sole source the purchase of additional SpeedGoat real-time simulators to demonstrate the real-time capabilities of the developed control systems. This project, will increase Clemson's computational capabilities and communication capabilities by clustering the multiple SpeedGoat simulators. The connection between existing SpeedGoat simulators and new SpeedGoat simulators does not require additional hardware; therefore, purchasing SpeedGoat equipment is the only option without purchasing additional connection interfaces and developed control deployment. Total cost for this purchase is $86,250.

This is a critical mission for the department and the NanoSprint5M-A5 Megapixel camera is need to replace a non-functional digital camera currently installed in a JEOL USA, Inc 1010 Transmission Electron Microscope.

The University of South Carolina intends to enter into an administrative services contract with the USC Development Foundation, LLC per S.C. Code Ann. §11-35-1560 to manage the Discovery and Horizon Garages in order to better manage on-campus parking supply for students/faculty/staff/visitors. This is a revenue-generating contract to The University of South Carolina, in which the University’s Department of Parking and Transportation Services will manage garage parking spaces at both locations (821 Park Street (Discovery Garage) and 519 South Main Street (Horizon Garage)) through providing the necessary services to manage additional parking, associated operational maintenance and support services.
Winthrop University intends to procure services from the Big South Conference to which Winthrop University belongs. No other entity can officiate games that are played. On that account, this item is a sole source. Therefore, Winthrop intends to sole source these services for the period of March 9, 2023, through March 8, 2028. SCDHHS is undergoing business capability and information technology modernization. SCDHHS is primarily a managed care state with over eighty percent of the beneficiaries enrolled in one of five (5) Managed Care Organizations (MCOs) and the remainder receiving Fee for Service (FFS) care. In 2015 CMS recommended openly architected, standards based, and modular systems to the then-monolithic Medicaid Management. These requirements were based on CMS’s recognition of work done at other federal agencies that had successfully demonstrated the use and utility of this architectural approach. Amida is the only vendor with the depth of knowledge and experience available to assist SCDHHS in the configuration of the EPS Platform with source code obtained from North Carolina, within the project time constraints.

The Medical University of South Carolina College of Dental Medicine proposes to purchase the Infinitt Versity Dental Platform for the academic environment directly from the manufacturer, Infinitt North America. The CDM is transitioning to EPIC Wisdom, the dental module of EPIC, and the IVDP will allow for the conversion of proprietary image formats to DICOM, support 2D and 3D image viewing, can be accessed from the current EXAN system and the Wisdom system and securely send images and data to remote facilities. Currently, the CDM does not have a platform with this capability and the Infinitt Versity Dental Platform will allow for standardization and compatibility with all MUSC College of Dental Medicine facilities. Infinitt North America is the sole manufacturer and distributor of the Infinitt Versity Dental Platform.
As there are no other vendors authorized to sell this system, this has been deemed by the Procurement Officer to be the only contractor that can fulfill the listed requirements which meets MUSC’s specific needs.

SC Department of Mental Health is seeking reliability and support of Microsoft 365 and other Microsoft servers and programs. Microsoft Unified Support gives the agency direct access to Microsoft engineers, security assessments, and product implementation support. Other vendors could offer one or two of these services but could not offer the Agency direct engineer support to Microsoft. Microsoft will provide a dedicated security engineer. Unlimited support calls for Microsoft 365, Microsoft Windows servers, Microsoft Windows workstation and Microsoft application products. Product engagements to configure and implement Microsoft services. Access to assessments for product security. Other vendors can offer implementation services and assessments, but no other vendor can offer direct support to internal problems with Microsoft 365 cloud environment or a dedicated security engineer. This dedicated resource that has direct access to our cloud environment is esstial to keeping products secure and operational. For these reasons above, this vendor is determined to be the only suitable and acceptable offeror. The price is fair and reasonable.
SCDA requires a cloud based software solution system for food banks around the state, to also include ongoing technical support, updates, and training.
The South Carolina Department of Health & Environmental Control (DHEC) is seeking a qualified vendor to provide one-year service plan coverage for an AB SCIEX X500R QTOF mass spectrometer system, associated instrument software support and hardware telephone technical support, currently in use at the DHEC Public Health Laboratory. The South Carolina Department of Education (SCDE) intends to secure a contract with Parchment, Inc. for e-Transcript subscription services and HS/PowerSchool Integration services for one year. Parchment provides for an e-Transcript Exchange which allows students to request, send, and monitor the status of high school transcripts for admission to higher educational institutions and to the SC Commission on Higher Education for application for state scholarships. No other company offers both the capability to securely transmit digital high school transcripts and also offers an online site (exchange site) that allows students to request and manage their digital transcript requests. Parchment is the only digital transcript service that is fully integrated with PowerSchool, the official Student Information System (SIS) of record used by all SC school districts.
The South Carolina Department of Education (SCDE) intends to purchase up to 40 on-site diagnostic reviews for SCDE identified schools, seven progress monitoring reviews and professional learning for one year. Schools performing in Comprehensive Support and Improvement status are required by the agency’s school improvement model to undergo an external review and receive progress monitoring. Cognia Inc. provides a unique, established understanding of SC schools and districts that have required Performance Standards. Their support and services allow for alignment between the diagnostic process and foundational research-based comprehensive improvement services and resources.
SC Greater Greenville mental Health Center (GGMHC) fire sprinkler heads and pipes froze and leaked resulting in significant flooding to the Greenville and Simpsonville clinics. The damage caused by the flooding required immediate repair to sprinkler systems and immediate remediation to prevent further damage. These repairs and remediations were necessary to get the clinics in an acceptable state for opening and prevented a pause in the service to our citizens. The temperatures dropped below freezing with winds that caused sprinklers and pipes to freeze. The damage occurred on a state observed holiday when the building was unoccupied. CCMH contacted multiple vendors to remedy the incident, but the only vendors that were able to provide immediate service for the repairs where A&A Protection and Rainbow International. A&A Protection and Rainbow International responded to emergency flooding at GGMHC. Vendors repaired the leaks in fire systems including any necessary supplies required for repairs.
Two pipes have burst, resulting in flooding at the Orangeburg Mental Health Center during the holiday season. The above incident was due to the extreme cold temperature during the holiday season. The incident was due to the extreme cold temperatures during the holiday season. OAMHC contacted multiple vendors to remedy the incident, but the only vendors that were able to respond immediately were Infinity Roofing & Exterior, ServPro, and Oneal Plumbing. infinity Roofing & Exterior, Servpro, and Oneal Plumbing responded to the emergency flooding at OAMHC. Infinity Roofing & Exterior, ServPro set up fans and dehumidifiers and began extracting water immediately while Oneal Plumbing was repairing the damaged pipes.
Repairs for a major water leak at SCDMH CM Tucker Roddy Nursing Home led to the discovery of a major mold outbreak behind the walls at the facility. Mold causes increased risk to the health of people including the employees and the residents of the nursing home who are already dealing with fragile health concerns. Due to the risk to the public health and welfare immediate remediation was required due to the fact this is a live in facility. Servpro was able to respond quickly with ample equipment and manpower to quickly get the issue under control and resolved.
Williamsburg Technical College is purchasing an ER-4ia Robot with a MH3-Fenceless-Collaborative Education Training Cart. The robot is being purchased with the FANUC CERT robot program that can only be purchased from Technical Training Aids.
SC Department of Mental Health experienced a major water leak at the CM Tucker Roddy Nursing Home requiring immediate water remediation for the safety and protection of both the employees and the residents under our care. Water damaged walls, carpet, and other areas increasing the risk of slips, falls, and mold growth requiring immediate action due to the risk to the public health and welfare this situation caused. Immediate remediation was required as this is a live in facility. Servpro was able to respond quickly with ample equipment and manpower to quickly get the issue under control and resolved..
Horry County Schools (District) intends to procure all labor and materials necessary to install code compliant voice evacuation Simplex fire alarm panel and equipment at multiple new modular classroom units at five (5) different locations to include Carolina Forest Elementary, Carolina Forest High, Ocean Bay Elementary, Pee Dee Elementary, and St. James Elementary. Each with their own individual needs for new Fire Alarm installation, based on location of modular and proximity to existing panels and/ or sub panels. The Simplex equipment is the only equipment that is capable of communication with, and UL listed to operate with the current system. The Simplex fire alarm system is manufactured and under proprietorship of Johnson Controls Fire Protection making them the only company that can update and/or modify our current system.
It is the policy of SCDMH to seek accreditation surveys for rehabilitation programs at SCDMH Community Mental Health Centers (CMHC's) and Morris Village Alcohol and Drug Addiction Treatment Center. There are only a few accrediting organizations in the medical facility field that are recognized nationwide; Joint Commission on Accreditation of Health Care Organization (JCAHO) and CARF. JCAHO only accredits entire facilities such as hospitals, not individuals' programs within a facility. CARF is the nationally recognized accrediting body for programs such as those operated by CMHC's and Morris Village, and it is the largest accrediting body. CARF will provide under the sole source accreditation for rehabilitation programs operated by CMHC's and Morris Village Alcohol and Drug Addiction Treatment Center. The client population serviced is psychiatrically and medically stable. JCAHO standards are based upon a hospital setting (client population that is psychiatrically and/or medically unstable), they are not applicable to the rehabilitation model used in the CMHC's and at Morris Village. Sole Source will be five (5) years starting March 15, 2023-March 14, 2028. The annual amount to be paid is $50,000 with a maximum sole source of $20,000. For the reasons above, this vendor is determined to be the only suitable and acceptable offeror. The price is fair and reasonable.

The South Carolina Department of Health & Environmental Control (DHEC) is seeking a qualified vendor to provide four new (4) Teledyne API (TAPI) T640X PM Mass Monitors with Federal Equivalent Method EQPM-0516-238 (PM2.5) and 239 (PM10) and seven new (7) Teledyne API (TAPI) T640 PM Mass Monitors with Federal Equivalent Method designation EQPM-0516-236 designation. The instruments provided must be compatible with the existing T640X and T640 Teledyne instruments. These instruments must employ a measurement principle of broadband spectroscopy using 90° white-light scattering with polychromatic LED. All eleven (11) instruments must be provided by the same vendor. All 11 instruments would share the same software, consumables, spare parts, and supplies to be compatible with our standard operating procedures (SOPs) for all instruments and would include the same training for them.
