Clemson University intends to sole source the purchase of Advanced Digital's Mobile Impact Platform and Data Analytics software modules. This purchase is to be sole sourced because it provides regulatory enforcement data collection specific to pesticide inspections and investigations.  It is customized to meet our state and federal regulations for inspection reporting and has the flexibility to allow for internal customization by Clemson IT staff which is essential given the fact that our federal and state regulations and reporting requirements are subject to change as regulations and other requirements are amended at the state and/or federal level. This feature is also allows our pesticide programs to modify inspection forms and data collection to address special or local pesticide use issues in South Carolina which could help reduce human health and environmental risks.  The total price of all modules is $73,080, which includes all software licenses and support. The South Carolina Institute of Innovation and Information (SCIII), in accordance with South Carolina Procurement Code, Section 11-35-1560 and regulation 19-445.2105, is providing public notice of the intent to award a sole source contract to Lightpath OM LLC d/b/a strut AGENCY. The total potential value the contract is approximately $120,000.00. The anticipated contract duration is 02/01/2023 until 06/30/2023.

The South Carolina Institute of Innovation and Information (SCIII), intends to procure services to alleviate costs of hiring permanent staff which would be more costly due to fringes and other benefits, the South Carolina Institute of Innovation and Information utilizes consultant services of Lightpath OM LLC d/b/a strut AGENCY. This vendor has been on board since January 2022 and assists the organization in the following manner: 1) work with the Executive Director to market and promote the seven senior Historically Black Colleges and Universities funded by the SC Legislature to establish unique and distinctive programs/institutes on each of the respective campuses; 2) assist the agency as well as its member institutes to produce proposals for additional funding from federal, state and philanthropic sources; 3) advise the Executive Director and office staff on developing and enhancing programs and services to solidify the work of the respective institutes; 4) provide content creation and editing services for all marketing materials and selected documents as requested by the Executive Director related to the seven senior Historically Black Colleges and Universities of South Carolina; 5) serve as marcom/public relations, procuring media relationships as well as pitching and securing media

interview via tradition (tv, radio, print) and transmedia (podcasts, digital biogs) channels on behalf of

SCIII and the seven senior Historically Black Colleges and Universities of South Carolina; 6) Write any/all

relevant and time sensitive press releases and media talking points for SCIII and the seven senior Historically Black Colleges and Universities of South Carolina and distribute the release via national,

regional, and local channels; 7) Write quarterly articles for media distribution; 8) prepare reports and

assist the Executive Director in meeting with elected officials, the board of directors and others as

needed.

Youth Villages is the purveyor of the Intercept Model that provides intensive stabilization work with families who have a youth at-risk of an out-of-home placement due to serious family conflict, child welfare involvement, mental health issues or serious behaviors (including substance abuse, defiance, runaway, truancy, etc.).   The program also provides reunification support for youth who recently have been placed outside the home. The Intercept program can prevent a child from entering a foster care or residential placement that are often costly and unnecessary. The work is done through intensive in-home parenting skills and mental health services for children (birth to their 18th birthday) and their families to address serious emotional and behavioral problems, including trauma and abuse/neglect. The comprehensive treatment approach includes in-home family-based therapy, mental health interventions, positive peer development and extensive support connecting families to community resources.  The Intercept model is the property of Youth Villages, and Youth Villages is the exclusive purveyor of the Intercept model. The program model and contents of the online clinical portal known as Guide Tree® (which is central to the case conceptualization process utilized for ever case throughout the duration of treatment) are proprietary. Clemson University seeks to sole source a Keysight Technologies, Inc. M8194A Arbitrary Waveform Generator.  Due to our research into high-power specialty optical fibers here at Clemson, we are constantly looking at new and novel ways to improve the performance of laser systems. From this, we are constantly on the edge of encountering disastrous nonlinear effects that can destroy our amplifiers and create hard limits to our power-scaling efforts. To mitigate this, research has demonstrated over the past couple of years that modulating the frequency of our seed lasers using a phase modulator and arbitrary waveforms, such as pseudo-random bit sequencing (PRBS), etc., is the way to go to increase the ceiling when it comes to the limitations of high-power fiber lasers in their current state. To generate said arbitrary waveforms, we need an arbitrary waveform generator (AWG). Currently, our research group is interested in purchasing an AWG from Keysight technologies, the M8194A-002, because it provides seamless support for our laboratory by allowing us to send waveforms to it through MATLAB as well as offering a proprietary software that allows us to control the waveforms on the instrument to high precision. Other advantages of the M8194A-002 are in the form of waveform correcting for any impedance, voltage, etc. mismatch that may come in from scope to phase modulator connection of the coaxial cables. Finally, at around 120 GSa/s, the speed at which data is transmitted with the M8194A-002 leads to more control over the waveforms and more precision is what we are looking for when it comes to optical frequency modulation. This sole source purchase also includes the extended technical support for education, 3 year extended warranty, calibration, power cords & cabling and USB slot chassis. For these reasons, this is a sole source procurement.

The Intent to Sole Source this contract is made on the basis that the new school will be utilizing the same design as a school recently built by the district. Jumper Carter Sease Architects, P.A. was retained for A & E Services for that facility and they own the existing copyrighted designs. In order to reuse the copyrighted school designs the District must utilize Jumper Carter Sease Architects, P.A. for this service. Jumper Carter Sease Architects, P.A. developed the drawings, documents, and specifications and has assumed the liability of the structure and the integrity of the designs.
