The South Carolina Department of Mental Health (SCDMH) Office of Suicide Prevention (OSP) provides training and awareness about suicide prevention efforts in SC.  Awareness also includes the availability of crisis resources to people in need of Crisis Services in South Carolina (SC).  The main intention is to obtain a Crisis Text line SC code which will assist OSP with compartmentalizing and tracking SC users of this national resource.  Obtaining this code will ensure that people will connect to crisis counselors who can provide additional information about SC resources. South Carolinians will be able to reach out to the text line to receive better quality care in their time of need. Another responsibility entrusted to the OSP is to share real-time data about suicide prevention with SCDMH and community stakeholders.  If we can procure the text code, we will receive vital real-time data each month indicating the number of users, conversations, and topics for Crisis Text Line use to better assist SCDMH and stakeholders in determining trends and how to approach them for continued support of South Carolinians. The vendor would provide SCDMH with monthly data about Crisis Text Line users that are in the state.  It will connect users who use the procured text code to trained Crisis Counselors who have access to SC-specific resources.  Crisis Text Line Inc. Is the only Crisis Text line service nationwide that can connect a user with SC-specific resources if they use the procured code “Hope4SC”.  In 2022 the National Suicide and Crisis Lifeline did expand services to include chat and text, but these services are routed by a person's phone number.  For example, if you have a Georgia number but are physical in SC you will be routed to a Georgia Lifeline Call Center.  With Crisis Text Line people with out-of-state area codes can use the code “Hope4SC” when they are in SC and it will let the provider know the user is in SC and may need SC resources.

The total potential value of the contract is approximately $342,121.26.

 

This emergency procurement is for the purchase, installation, and integration of required equipment before the FCC deadlines to ensure SCETV is able broadcast in the NextGen TV broadcast format. NextGen TV, also known as ATSC 3.0, offers enhanced emergency alerting capabilities among other advancements that will significantly enhance our broadcasting abilities.

Clemson University's Student Health Services at Redfern seeks to sole source the purchase of a Konica Ultra KDR Primary U-Arm 64KW X-Ray system.  This unit is the most recent upgrade for our existing Viztek U-Arm (1st generation) which is currently at end of life.  The Konica Primary U-Arm is built on the same platform that we currently use and is the only U-arm system that can match the current interface software on the workstation of our existing U-Arm.  It also has the best interface with the Konica PACS system that we have just purchased as both software’s systems are developed from the same platform.  We currently have HL7 interfaces built with Point and Click, our electronic health record, the x-ray workstation, the PACS server and the reading radiologist. While these interfaces will need to be updated for any new unit, we will not have to start from scratch with new interfaces if we can purchase the Konica Ultra Primary U-arm.  No other seller or distributor can sell this system.  Also included in this purchase price is a credit for trade-in of the existing Viztek U-Arm X-Ray system.  For these reasons, this is a sole source procurement.

Regarding the pier at Myrtle Beach State Park, SCPRT is requesting emergency procurement due to the challenges and unique nature of marine work regarding pier repairs. Due to the monetary value, the previous pier repair project was delayed for a bit over a year until repairs could be made. SCPRT was able to maintain a portion of the pier open for recreation during this period. With only a portion of the pier head being open, there were countless complaints from visitors regarding not being able to access the entire pier for fishing/recreating, not to mention the noticeably lower visitation of the pier shop. Since the current extent of the damage has required a larger portion of the pier to be closed, it is expected for these lower visitation numbers to continue.
With the pier repairs from the original storm damage that dated back to 2022 having just been completed in early December of 2023, in late December of 2023 and January of 2024 the pier sustained additional damage due to storms which put it in its current state. This has effectively led to a shutdown of a portion of the pier for nearly 18 months.Addtionally, the previous peir repair only received one (1) bidder. Due to these factors, the South Carolina Department of Parks, Recreation & Tourism is looking to help improve visitor experiences as well as protect statewide recreational assets through emergency procurement of the repair of the pier piles and associated cross braces. In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Equifax Workforce Solutions LLC for the purchase of a five-year employment and payroll related services technology agreement.

Purpose and Objectives:

Equifax Workforce Solutions LLC is the supplier utilized by all three of The Medical University of South Carolina’s Human Resources Departments for I-9 processing of new employees, which is mission-critical to each entity’s operations. Their technology has been used by our three entities for 5-6 years now, it was integrated into our previous (PageUp) and now our current (Workday) Human Capital Management (HCM) systems that we share across the enterprise, and necessitates we align on only one I-9 processing technology.

Sole Source Justification:

All entities are currently using this software and it is fully compatible with existing equipment, all of which is required to ensure this essential business service is maintained. The integration of EWS with our HCM system brings added security and compliance to our enterprise in managing this business-critical process.

Between 2021-2023, University Human Resources had a remediation project with EWS that was a large effort by their team to ensure I-9 compliance. They loaded several thousands of I-9s for review/remediation to ensure compliance among existing staff in addition to new hires. All these I-9s are housed in EWS’ technology, and it would be detrimental to lose this information since this is a federal requirement.

Originally, three distinct MUSC affiliated entities (University, Hospital (MUHA), and the faculty practice plan (UMA/MUSCP) all contracted separately with Talx, which was later acquired by Equifax Workforce Solutions LLC (EWS).  To continue to align all MUSC with this technology as an enterprise across all three entities we will combine this into a single contract. EWS reviewed our terms and returned a discounted rate for the enterprise, provided the entities amend the existing three separate agreements to conjoin under one Master Service Agreement with the University.

MDFT is a family-focused treatment, serving ages 10-26, addressing a wide range of youth behavior challenges such as substance use, juvenile justice involvement, problems at school, emotional and mental health difficulties, antisocial and aggressive behaviors, and family problems.  MDFT International provides on-going training and consultation via telehealth and inperson to DMH staff trained in the MDFT model. The Vendor provides clinical support needed to maintain fidelity to the model. The Vendor meets with MDFT staff monthly for training purposes, case reviews, and consultation on more challenging cases. MDFT International also provides yearly reports based on the SC DMH cases and as needed upon request quarterly. : MDFT was implemented in the US and Europe over 20+ years. MDFT International is effective in both mental health and substance abuse treatment. No other in-home service model covers these issues nor covers an age range of 10-26. MDFT serves a wider array of challenges and does not exclude families due to parent/guardian criminal history or drug use. MDFT defines a “caregiver” in broad terms to include parents, grandparents, foster parents and other family members or mentors in guardian roles.  SCDMH has tried soliciting this in the past and MDFT International was the only vendor that responded.

Clemson University's COMSET facility currently owns a modified chemical vapor deposition (mcvd) system manufactured by SG Controls Limited.  This system is currently used to conduct materials research on glass for high energy laser applications. To further enhance the capabilities of our research, COMSET seeks to purchase and install an additional rare earth doping system based on the use of rare earth chlorides from SG Controls. The purchase of this equipment from SG Controls is unique for the following reasons a)No other domestic or international supplier of this type of rare earth chloride doping system, to our knowledge and research, exists commercially for purchase b) SG Controls is the builder of the current mcvd system and can thus integrate the new technology seamlessly into the existing system c)SG Controls maintains the engineering expertise and knowledge base to provide the long term support of the equipment and d) the vapor phase doping system from SG Controls is the only one available that allows for vapor deposition of the rare earths in an mcvd process, which we require for our ongoing high energy research applications.  The SG Controls equipment cannot be purchased from any other reseller or distributor.  For these reasons, this is a sole source procurement.
