In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Standard BioTools Inc for the purchase of two Performance Plus Service Plans.
Purpose and Objectives: The Medical University of South Carolina’s Hollings Cancer Center Flow Cytometry and Cell Sorting Shared Resource Laboratory requires two performance service plans for their Helios and Hyperion Imaging Mass Cytometer (S/N#: D16-0164 and S/N# 1080010120H). Standard BioTools Inc is the proprietary manufacturer of these instruments which can only be serviced and maintained by Standard BioTools Inc. As the sole provider, only Standard BioTools Inc is authorized to offer training and maintenance for these mass cytometry systems, which include unique patented technologies.
Sole Source Justification: No other companies are approved to service or maintain these instruments, making Standard BioTools Inc the exclusive source for these services.

Adult Education Database with Literacy Pro Systems, to provide maintenance, hosting, modules and training of a proprietary software for one year. SCDE procured licensing for Literacy Pro Systems (LACES) through a competitive process. This procurement is for hosting maintenance, training, and support of the LACES program. The system allows the SCDE Office of Adult Education to work with students to self-sufficiency through software by providing tracking, accountability, and engagement designed specifically for adult education. Transition to a new system would be cost-prohibitive. Continued maintenance and support are paramount consideration for this particular procurement.

The Department of Administration will contract with Honeywell Building Solutions to provide maintenance and services for the fire alarm system and devices at the Otarre Parkway complex. Services will include annual testing and quarterly inspections as well as the cost for labor and expenses for repairs of covered equipment for three (3) years. The current system is based on Honeywell’s Enterprise Building Integrator platform and the software supporting the system is proprietary. Honeywell is the sole provider authorized to maintain, upgrade, or revise the current system.
The South Carolina Commission for the Blind (SCCB) hereby provides notice that it intends to enter into a sole source contract with Three Square Market for Kiosk(s) and all associated components. A lightning strike stemming from Tropical Storm Debby struck the MUSC Basic Science Mechanical Expansion Building which caused significant damage to the drive on Chiller #3. The entire unit will need to be replaced. Due to the configuration of the Building Automation System and Chiller Optimization System, this is considered a sole source. Both systems work to monitor the function of each unit and communicate system requirements between the other 4 chillers within the chiller plant. Replacing the damaged drive with an identical replacement drive will allow a seamless transition to replace the damaged unit. Replacing this unit with a similar style unit (different manufacturer) or similar model will create additional costs due to reprogramming and recommissioning of the Building Automation System and Chiller Optimization System.

Clemson requires a system to receive and manage transcript data for our primary in-state applicant pool as well as our larger out-of-state applicants pool who use the Common App as part of the admissions process. To receive and manage this high-volume of transcript data for well over 60,000+ applicants, SC State DOE awarded a contract to Parchment for their Docufide system. Also, the over 4 million users of the Common App, use Parchment to send their official transcripts. Clemson Undergraduate Admissions sees around 85% of our 60,000 applications coming from the Common App. As Parchment Receive system, formerly known as Docufide, is a proprietary, customized solution, only a Parchment Receive system at Clemson would be compatible with this transcript system and meet the needs of the University. No other system providers would have this compatibility. Docufide by Parchment, and Parchment only sells directly with no resellers or distributors. Therefore, this is a sole-source procurement.

During the COVID-19 pandemic, SCHA received grant money from the South Carolina Department of Commerce to support the SC Stay program. Designed by HUD (Home and Urban Development – Federal level), the CDBG-CV (Community Development Block Grant CARES Act) grant allowed SC Department of Commerce to grant SCHA (as a subrecipient) to provide financial assistance to homeowners (and tenants) at risk of losing their homes due to the coronavirus. The auditable files related to the grants must be maintained for 5 years after the HUD-developed federal program is sunset, audited, and closed at the Federal level. Salesforce is charging SCHA $14,018.14 for the data storage for 5 years totaling $70,090.69 for the 5 year contract. Increase knowledge of special education systems navigation, and improve overall well-being and permanency by strengthening the ability of birth, foster, kinship, caregivers, and DSS to participate in the education services especially for children with a disability and special healthcare needs. At this time, Family Connection of South Carolina is the only organization in SC that is qualified to act as a PTI, making it the sole source from which DSS can obtain the services required by Federal law. In an attempt to verify the status of Family Connections’ regarding its unique position in the State, Contracts visited the SC. Provide therapeutic foster care services to children in SCDSS foster care system. Pursuant to the conditions of the Michelle H. lawsuit, other placement types (e.g., Group Homes) are deemed inappropriate for our children because they do not meet the standard of least-restrictive, family-like settings, while the services described in this justification do. At this time, contracts resulting from a solicitation have not been awarded so these emergency contracts are required to avoid a legally unacceptable gap in services.

The Village Community Care owns and operates six two-bedroom apartment units in a complex located in Anderson County. The Village Community Care apartments are intended to provide safe, stable and supportive community-based housing for adults with serious and persistent mental illness, who are transitioning from a Community Residential Care Facility (CRCF) to a lower level of care. This population requires monitoring and support services to develop skills necessary to maintain their housing and to promote their independence in the community. The Village Community Care has the experience and skills required to work with this population, as evidenced by their understanding of the need for teaching and the patience necessary for repetition to encourage independence and responsibility. The Village Community Care has been providing these services for the past thirty years. The Village Community Care is also willing to fill all apartments with patients diagnosed with severe and persistent mental illness.
The SC Dept. of Probation, Parole, & Pardon services intends to enter a one year sole source contract with US Corrections LLC to provide nationwide extradition services for the agency. This contractor was the only respondent to an Invitation for Bid the agency released but could not award due to various contractual factors. Market research shows they are the only provider of these services in our area. For these reasons; US Corrections LLC is the only suitable and practicable contractor to provide these services to SCDPPPS.
