In accordance with the requirements of Section 11-35-1570 (B) of the SC Consolidated Procurement Code, Winthrop is providing notice of award of an emergency procurement to Johnson Controls Fire Protection. The Winthrop campus has a JCI-Simplex proprietary fiber optic communication network that ties multiple of the campus' newer JCI-Simplex fire alarm panels into one system that reports building fire issues to campus emergency services. During a recent fire alarm panel upgrade it was determined there were multiple faults in the network that were impacting communication of building-system issues to the campus dispatch. After an assessment by a JCI-Simplex repair technician a list of issues with repairs was produced to restore the system functionality. The fire alarm reporting network is a critical element to notify emergency services of issues in a building that could impact buildings users and real property. The Winthrop campus has a JCI-Simplex proprietary fiber optic communication network that ties multiple of the campus' newer JCI-Simplex fire alarm panels into one system that reports building fire issues to campus emergency services.

In accordance with the requirements of Section 11-35-1570 (B) of the SC Consolidated Procurement Code, Winthrop is providing notice of award of an emergency procurement to Johnson Controls Fire Protection. Sims Hall JCI-Simplex fire alarm panel was reporting various error codes, after a JCI-Simplex technician assessed the existing panel it was determined that multiple components in the existing panel had failed and overall the whole panel needed to be replaced. The fire alarm panel is a critical element to notify building users of a fire or other emergencies in the building and also communicate with campus emergency services. The existing fire alarm panel that failed is a JCI-Simplex panel and it is tied into a proprietary campus JCI-Simplex monitoring network. The South Carolina State Housing Finance and Development Authority (SC Housing) intends to create a Sole Source contract valued at $570,000.00 for the term of one initial year with four one year renewal options to Verizon Business Network Services, Inc. (Vendor #: 7000095398).  Verizon Business Network Services is providing fiber internet to SC Housing.  SC Housing is having to move from the state of South Carolina's 'backbone' provided by South Carolina Department of Technology Operations (SC DTO/OTIS) due to the South Carolina Department of Transportation (SC DOT) Interstate 26 (I-26) project.  Verizon Business Network Services, Inc is the only vendor that has fiber in the 300C Outlet Pointe Blvd; Columbia, SC 29210 facility and can immediately begin services.  No other vendor has been able to confirm, or deny, if their fiber lines would be impacted as a result of the SC DOT I-26 project.

The Agency hereby provides notice that it entered into an emergency contract per S.C. Code Ann. §11-35-1570 with Vendor for the following supplies, services, information technology, or construction:

Conduent is the current provider for Member Contact Center services. The current contract 4400016696/5400011045  expired on February 13, 2024.   SCDHHS then transitioned to an emergency contract with Vendor. SCDHHS is planning a strategic change to move from the current Member Contact  model to a new unified service center strategy to provide improved Medicaid customer and contact center services which has been approved by CMS. SCDHHS will soon release a competitive request for proposals (RFP) to procure a contract for the unified customer service center.  Critical economy and efficiency can be achieved by the continuation of these services, rather than an attempted re-procurement of these services when the intent is to include these services in the new unified service center strategy. The process is expected to require approximately a year to gain all necessary approvals, award. The uninterrupted continuation of these services until the unified service center is awarded and operational is critical for the health, safety, and welfare of the most vulnerable citizens of SC. Failure to provide the services would impact Medicaid recipients’ ability to receive care.

The agency must provide services to stabilize youth in their home who are at imminent risk of entering foster care. Richland county and other counties across the state are experiencing a placement crisis for children entering care who have complex behavioral health issues. Evidence-based prevention services are needed to ameliorate conditions present that would contribute to children entering care and prevent the exacerbation of current emergency circumstances of the Department.
