Clemson University Research Farms uses DeLaval robotic milking machines that require maintenance, supplies, and support. It is mandatory to maintain them for Research/AAALAC/AVMA compliance. SE Milk is the only provider that provides services and supplies for the DeLaval system and has trained technicians for replacing the parts and repairing the equipment whenever necessary.  This is for FY26 Estimates for monthly supplies/services for the milking machines specific to the dairy robot milkers.

SCDSS was tasked at the most recent Michelle H settlement court hearing in October 2024 to meet specific requirements as it relates to Richland county youth in foster care, to ensure that they do not have overnight stays in the DSS office, and to reduce the utilization of “night to night” emergency placements for these youth. Serenity Counts is contracted with SCDSS as an Enhanced level group care provider for girls. At times, they provide care for youth whose established level of care and corresponding needs exceed the expectations of an Enhanced Group Care provider (i.e. the youth is approved for Psychiatric Residential Treatment Services or has other needs that result in high acuity behaviors). These youth often need 24/7 individualized supervision to remain stable and safe in placement. This provider does not wish to accept services from outside contracted providers to provide the additional supervision, but has the ability to provide internal supplemental staffing. In compliance with court ordered requirements, SCDSS is engaging in an Emergency Contract with Serenity Counts group home to establish funding for this group care provider to provide supplemental, individualized program staffing for Richland county youth with high acuity, who are at risk of being overnight in the DSS office, or at risk for being in night-to-night emergency placements. These services are intended to be utilized as time limited, crisis-stabilization to aid a youth in stabilizing or acclimating to placement with the provider, and are not a long term service or replacement for other treatment interventions that could benefit the youth.

HCSD has an immediate need to hire a contractor to replace gas lines and associated services at Homewood Elementary due to a gas leak. The work is required to be performed as soon as possible, due to the gas shutting off required to make the kitchen along with the building generator, to be completely shut off and cannot operate until it is repaired.   Homewood Elementary will have students return to school August 18th.   The parts required to perform the work could take up to 10 days for delivery. The lack of a functional kitchen to serve breakfast and lunch to the students would be detrimental to the safety of the students and staff.  The gas has been shut off, which will prevent any usage of kitchen appliances, kitchen water heaters and the building generator, which is a public health and safety concern to students/staff. The district intends to hire Mace Mechanical Contractors to provide all necessary labor, materials and equipment to demo existing gas lines and replace them with new lines. The potential total is estimated at $44,097.

The Medical University of South Carolina (MUSC), Department of Medicine Hematology/Oncology in accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, intends to award without competition, a sole source contract to Cell Origins, LLC. 

 

The Department of Hematology/Oncology is requesting the purchase of a custom antibody phage display library derived from peripheral blood mononuclear cells (PBMCs). Cell Origins is the only provider capable of constructing this phage library using PBMCs collected from cancer patients at the Medical University of South Carolina (MUSC). They hold exclusive and valid ownership of the intellectual property associated with this custom library. This project is part of ongoing research that continues work previously conducted at the Mayo Clinic, where initial findings were published. Changing vendors at this stage would jeopardize the continuity of the research. Therefore, MUSC is declaring this purchase as a Sole Source.

This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide these services must notify the Procurement Officer at seabrokv@musc.edu no later than July 30, 2025, (12:00 a.m. EST). Telephone responses will not be accepted. PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. §11-35-310(13).

The Agency hereby provides notice that it entered into an emergency contract per S.C. Code Ann. §11-35-1570 with Vendor for the following supplies, services, information technology, or construction:

The agency must provide services to stabilize youth in their home who are at imminent risk of entering foster care. Richland county and other counties across the state are experiencing a placement crisis for children entering care who have complex behavioral health issues. Evidence-based prevention services are needed to ameliorate conditions present that would contribute to children entering care and prevent the exacerbation of current emergency circumstances of the Department.
