The South Carolina Respite Coalition hosts training that was developed specifically for participant-directed respite services and is mandatory for completion by household employees prior to service provision. The developed household employee training is required for use by participant-directed respite workers. Youth Villages is the developer and sole provider of the proprietary integrated, intensive in-home parenting skills program, Intercept®. Agency performed an internet search and reviewed documentation from that provider that states The Intercept model is the property of Youth Villages, and Youth Villages is the exclusive purveyor of the Intercept model. The program model and contents of the online clinical portal known as Guide Tree® (which is central to the case conceptualization process utilized for ever case throughout the duration of treatment) are proprietary. Youth Villages claims copyright, trademark, and trade secret rights to these materials.

The copyrighted software manages student lunch accounts, point of service, inventory, menu planning, purchasing, family portal, and production records for the District’s Nutrition Services. The Division of Air Quality Analysis (DAQA) Analytical Laboratory currently uses a canister cleaning system and Precision Static Dilution equipment that is outdated and needs to be replaced and is compatible with other Entech equipment being used in the laboratory. The purchase of this equipment will be backup equipment in the laboratory. Having a backup canister cleaning oven and Precision Static Dilution system in the DAQA laboratory would give the capability to have the same hardware, service, spare parts, consumables, and support as the current systems. The District owns property located at Gold Hill Rd. and Highway 160 (Buchanan Property), which is designated for Middle School 8. There are currently four abandoned houses on the property, despite signage on property boundaries, homeless individuals and vagrants continue to occupy them. Law enforcement has been unable to keep them from returning. Due to the structures presenting a public safety threat and liability, it is in the District's best interest to begin demolition immediately. SCDSS is procuring the services of HHA Cares II to provide group care services to high acuity youth using a small group home model. SCDSS was tasked at the Michelle H settlement court hearing in October 2024 to meet specific requirements as it relates to Richland County youth in foster care, to ensure that they do not have overnight stays in the SCDSS office, and to reduce the utilization of “night to night” emergency placements for these youth, and remains under an ongoing order to prevent overnight office stays for all youth in foster care. Family Choice Center is contracted with SCDSS as an Enhanced level group care provider for girls. At times, they provide care for youth whose established level of care and corresponding needs exceed the expectations of an Enhanced Group Care provider (i.e., the youth is approved for Psychiatric Residential Treatment Services or has other needs that result in high acuity behaviors). These youth often require 24/7 individualized supervision to remain stable and safe in placement. This provider does not wish to accept services from outside contracted providers to provide the additional supervision and is able provide internal supplemental staffing. In compliance with court ordered requirements, SCDSS is establishing an Emergency Contract with Family Choice Center group home to establish funding for this group care provider for the provision of supplemental, individualized program staffing for youth with high acuity needs who are at risk of being overnight in the SCDSS office, or at risk for being in night- to-night emergency placements. These services are intended to be utilized as time limited, crisis-stabilization to aid a youth in stabilizing or acclimating to placement with the provider and are not a long-term service or replacement for other treatment interventions that could benefit the youth.

Richland county and other counties across the state are experiencing a placement crisis for children entering care who have complex behavioral health issues.
