SLED seeks to procure a 1-year service maintenance agreement for a Star Safire 380 HDc imaging system used on SLED’s helicopters as well as material and labor for repair to the aging imaging system. This agreement is for 1 of 2 Star Safire imaging systems. These systems are over 10 years old and require regular preventative maintenance and service. The service agreement will allow for 100% coverage for parts and labor caused by normal wear and tear, 5% discount for upgrades, and priority stock parts and repair queue.

The School District is looking to award a sole source contract to IVS, Incorporated, (d/b/a AngelTrax), for the purchase of mobile Vulcan Digital Video Recording Systems. The District intends to replace a portion of its' current mobile surveillance fleet with additional Vulcan hardware. The District currently utilizes Vulcan mobile camera systems and associated software across its' entire transportation fleet. MUSC Hollings Cancer Center Cell Sorting Shared Resource Laboratory is requesting to purchase a maintenance agreement. (Beckman Coulter CytoFlex LX (Serial# BD45318) (83195010-Asset tag), and Beckman Coulter MoFlo Astrios). Beckman Coulter is the manufacturer of the equipment, and only their technicians are authorized to provide repair services. The instruments are equipped with data-acquisition computers and proprietary software, which only representatives of Beckman Coulter have the necessary permissions to troubleshoot and repair issues with the software or the associated computer. No other companies are authorized to service Beckman Coulter CytoFlex LX and Beckman Coulter MoFlo Astrios instruments and associated software. Only Beckman Coulter technicians have the necessary training and proprietary tools. MUSC is declaring this a sole source procurement in accordance with SC Consolidate Procurement Code 11-35-1560.

Horry County School District (HCSD) Learning Services intends to enter a contract as a sole source with The Hanover Research Council, LLC to provide a comprehensive, research‑based instructional audit to evaluate curriculum alignment and instructional practices across the district. The district needs an integrated service that combines rigorous quantitative analysis of student outcomes and subgroup disaggregation; qualitative classroom observations and stakeholder interviews; curriculum‑to‑standards crosswalks and classroom/practice alignment analysis; and ongoing access to comparative research, benchmarking tools, and implementation resources that directly inform and support post‑audit improvement work. The district additionally requires deliverables that include original, copyrighted reports, interactive benchmarking dashboards, and a secure online repository of prior commissioned studies to enable evidence‑based comparison with peer districts and rapid implementation of recommended practices. Because the district’s improvement strategy depends on a single, integrated platform that houses both the custom audit deliverables and a searchable archive of proprietary research and dashboards for ongoing use, the required subscription‑based, custom research service supported by exclusive, copyrighted data assets is available only through Hanover Research. Furthermore, no other vendor maintains or can license this archive, these dashboards, or Hanover’s proprietary datasets and methodologies, making Hanover the sole source able to fulfill the instructional audit requirements without alternation or substitution.
The anticipated value of this potential contract is approximately up to $120,000 annually with up to two (2) additional optional one (1) year renewals for a total of $360,000. The initial term is 1 year, with a maximum contract period not to exceed three (3) years

The recipient is an 18-year-old who has decided to remain in care to focus on earning his GED and further enhance his independent living skills. Hill Crest’s Higdon Hill is a congregate care program which is designed to support independent living skills specifically which will allow the youth to build and nurture a strong support system. It is believed that he would be productive in a smaller group setting and step-down program like Higdon Hill. There are no in-state facilities willing to accept admission of the youth due to his extensive psychiatric background. The youth is currently being stepped down from a PRTF level of care to a GC-III level of care. The vendor is able to provide specialized treatment at the GC-III level of care for the youth to obtain essential independent living skills to transition into after care.

The South Carolina Department of Public Health (DPH) intends to award a sole source contract to Oracle America, Inc. for the continuation of Application Management Services (AMS) for one year supporting the Oracle Health (formerly Cerner Millennium) Electronic Health Record (EHR) system utilized by more than 60 public health facilities statewide.
The AMS services include, but are not limited to:
* Solution Works: Advanced troubleshooting and problem investigation assistance, and code defect identification.
* Critical Incident Support: 24x7x365 availability for critical issues and recovery from downtime situations.
* Application Management Services: 24x7x365 incident support, proactive system monitoring, package management, configuration changes, and content updates.
* Intellectual Property Development: Application and architecture defect correction, delivery of cumulative service packs, exception packages, and code baselines.
* Custom Reporting and Transition Support: Development of new reports and training assistance for agency IT staff.
Oracle is the only vendor with direct access to the proprietary source code, product engineering resources, and internal tools necessary to perform these services and maintain the EHR in a vendor-supported, compliant configuration.

Software AG is the sole provider of the Adabas and Natural Software. PEBA’s legacy systems that support retirement payments and health enrollment run on these platforms and, as these systems are aging, the expertise to adequately maintain these systems rests with Software AG as the exclusive developer and manufacturer of both Adabas and Natural. PEBA has used its legacy computer systems for more than 35 years to administer these benefit programs and must ensure that these legacy systems continue to perform at optimal levels. Therefore, it is imperative that we have a qualified contractor capable of working with Adabas and Natural proprietary software to ensure PEBA’s databases that run on these platforms are functional, secure, and available by managing their performance, security, and integrity. Only Agilent is certified to service and support their proprietary instruments and software. Agilent has not certified any other third-party vendors to service and support their instruments. Warranties would be voided if another vendor were to service. The services are required to ensure that the instruments continue to function properly and provide accurate results for criminal investigations
