Horry County Schools requires the continued acquisition and implementation of Tyler Technologies Verizon 5 Tablets and associated transportation data services for installation and operation on all district school buses. The purpose of this procurement is to establish and maintain a unified, reliable, and fully integrated transportation management system that supports student safety, operational efficiency, route accountability, communication, GPS tracking, and state transportation reporting requirements. The district’s need for this equipment and service is directly tied to compatibility and continuity with the transportation technology systems already implemented by the South Carolina Department of Transportation and South Carolina state operated special needs buses. The State of South Carolina has already implemented this system on state special needs buses and is in the process of expanding the same platform to additional state-operated buses. Tyler Technologies has certified that it is the sole provider, developer, implementer, and authorized support organization for the Tyler Student Transportation software. Tyler further certifies that it is the only party authorized to support, update, or modify the software environment required for operation of the system.

The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

Horry County Schools Technology Department intends to secure a contract with Marcia Brenner Associates, LLC to provide services, training, installation and an integrated software tool to monitor student progress, manage interventions, communicate with all stakeholders and provide real-time, customizable student alerting within PowerSchool, enabling schools to consistently manage academic, behavioral, athletic, and safety-related communications across administrative, instructional, and family portals. Horry County Schools Technology Department requires continued licensing, maintenance, support, and updates for the MBA Alert Creator and Report Creator plugins utilized within the District's existing PowerSchool Student Information System (SIS). The Agency hereby provides notice that it entered into an emergency contract per S.C. Code Ann. §11-35-1570 with Vendor for the following supplies, services, information technology, or construction:

The Scout Motors Training Center and Cornerstone Training Center in Columbia, and the Global Workforce Training Center in Florence are regional training facilities operated by the SC Technical College System (SCTCS).  Professional unarmed security services were requested for each training center.  Specifications for this procurement were developed by SCTCS personnel and distributed to qualified preselected vendors.  The solicitation was also advertised in SCBO to obtain expedited quotes for the required services.  The contract was awarded to the lowest responsive and responsible bidder with the demonstrated ability to provide services on an expedited basis to meet the emergency need.
Due to unforeseen circumstances and continued operational requirements, it has become necessary to extend the vendor's services until a new solicitation can be completed and awarded.  Procurement staff are currently finalizing the specifications and conducting market research in preparation for submitting the solicitation package to State Procurement for review.  The requested extension will ensure continuity of services and prevent disruption to operations while the procurement process is completed.
This contract is awarded until 12/31/2026, as to allow SCTCS to solicit a long-term contract.  The expected cost is $314,100.00.

The South Carolina Department of Environmental Services (SCDES) intends to award a contract to Delta Bravo AI, Inc. for the expansion of the agency's existing PermitPro platform. SCDES currently utilizes Delta Bravo AI, Inc.'s PermitPro platform to support critical permitting and compliance activities. PermitPro is a proprietary, agency-specific system developed, owned, and supported solely by Delta Bravo AI, Inc. No other vendor possesses access to the underlying codebase, AI models, workflow logic, Windsor ePermitting integration, or the dedicated customer instance already deployed for SCDES. Because the requested enhancements (including new regulatory workflows, expanded user access, updated AI-driven analysis modules, and deeper Windsor API integration) must be built directly into SCDES's existing PermitPro environment, only Delta Bravo AI, Inc. can technically and legally perform the required work.
