The Medical University of South Carolina College of Dental Medicine proposes to purchase the Infinitt Versity Dental Platform for the academic environment directly from the manufacturer, Infinitt North America.  The CDM is transitioning to EPIC Wisdom, the dental module of EPIC, and the IVDP will allow for the conversion of proprietary image formats to DICOM, support 2D and 3D image viewing, can be accessed from the current EXAN system and the Wisdom system and securely send images and data to remote facilities.  Currently, the CDM does not have a platform with this capability and the Infinitt Versity Dental Platform will allow for standardization and compatibility with all MUSC College of Dental Medicine facilities.  Infinitt North America is the sole manufacturer and distributor of the Infinitt Versity Dental Platform.

 

As there are no other vendors authorized to sell this system, this has been deemed by the Procurement Officer to be the only contractor that can fulfill the listed requirements which meets MUSC’s specific needs.

SC Department of Mental Health is seeking reliability and support of Microsoft 365 and other Microsoft servers and programs.  Microsoft Unified Support gives the agency direct access to Microsoft engineers, security assessments, and product implementation support.  Other vendors could offer one or two of these services but could not offer the Agency direct engineer support to Microsoft.  Microsoft will provide a dedicated security engineer.  Unlimited support calls for Microsoft 365, Microsoft Windows servers, Microsoft Windows workstation and Microsoft application products.  Product engagements to configure and implement Microsoft services.  Access to assessments for product security.  Other vendors can offer implementation services and assessments, but no other vendor can offer direct support to internal problems with Microsoft 365 cloud environment or a dedicated security engineer.  This dedicated resource that has direct access to our cloud environment is esstial to keeping products secure and operational.  For these reasons above, this vendor is determined to be the only suitable and acceptable offeror.  The price is fair and reasonable.

SC Greater Greenville mental Health Center (GGMHC) fire sprinkler heads and pipes froze and leaked resulting in significant flooding to the Greenville and Simpsonville clinics.  The damage caused by the flooding required immediate repair to sprinkler systems and immediate remediation to prevent further damage.  These repairs and remediations were necessary to get the clinics in an acceptable state for opening and prevented a pause in the service to our citizens.  The temperatures dropped below freezing with winds that caused sprinklers and pipes to freeze.  The damage occurred on a state observed holiday when the building was unoccupied.  CCMH contacted multiple vendors to remedy the incident, but the only vendors that were able to provide immediate service for the repairs where A&A Protection and Rainbow International.  A&A Protection and Rainbow International responded to emergency flooding at GGMHC.  Vendors repaired the leaks in fire systems including any necessary supplies required for repairs.

It is the policy of SCDMH to seek accreditation surveys for rehabilitation programs at SCDMH Community Mental Health Centers (CMHC's) and Morris Village Alcohol and Drug Addiction Treatment Center.  There are only a few accrediting organizations in the medical facility field that are recognized nationwide; Joint Commission on Accreditation of Health Care Organization (JCAHO) and CARF.  JCAHO only accredits entire facilities such as hospitals, not individuals' programs within a facility.  CARF is the nationally recognized accrediting body for programs such as those operated by CMHC's and Morris Village, and it is the largest accrediting body.  CARF will provide under the sole source accreditation for rehabilitation programs operated by CMHC's and Morris Village Alcohol and Drug Addiction Treatment Center.  The client population serviced is psychiatrically and medically stable.  JCAHO standards are based upon a hospital setting (client population that is psychiatrically and/or medically unstable), they are not applicable to the rehabilitation model used in the CMHC's and at Morris Village.  Sole Source will be five (5) years starting March 15, 2023-March 14, 2028.  The annual amount to be paid is $50,000 with a maximum sole source of $20,000.  For the reasons above, this vendor is determined to be the only suitable and acceptable offeror.  The price is fair and reasonable.

These instruments must employ a measurement principle of broadband spectroscopy using 90° white-light scattering with polychromatic LED. All eleven (11) instruments must be provided by the same vendor. Install and rent a 30-ton chilled water air handling unit in the mechanical room at DHEC's location at 301 Gervais Street, Columbia, SC.  On December 24, 2022 the chilled water coil on the fourth floor air handler at DHEC’s 301 Gervais Street location froze and burst flooding the lower three floors of the building. The part needed to repair the unit is a custom item and is unavailable for an expected 6 months. Without this repair, the 4th floor has heat but no cooled air.  The rental and installation of a temporary unit to serve until repair parts could be obtained was solicited competitively using a RFQ, but award under that RFQ could not be made because all offers received exceeded the $50,000 RFQ limit.  A new solicitation would require several more weeks as warmer temperatures are approaching.  The fourth-floor temperatures are routinely exceeding 80 degrees many afternoons and the building usually runs about 10 to 15 degrees above outside air, with even warmer temperatures predicted and expected in the days and weeks ahead.  This Emergency Procurement is being awarded to the lowest priced responsive and responsible offer received in response to RFQ 5400024770.
