In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Inscopix, Inc.
BASIS OF SOLE SOURCE:
The MUSC College of Medicine’s Psychiatry Sleep & Anxiety Department is requesting the purchase of an nVista Essential Imaging System Starter Package from Inscopix, Inc. The nVista system is an imaging system that allows users to visualize cell activity in vivo and from free-behaving laboratory animals. nVista is solely intended to study cells (mostly brain cells) from small laboratory rodents such as mice and rats. The starter package includes one miniaturized one-photon fluorescent microscope with a coupled digital camera (aka the nVista miniscope), a digital interface box, one year remote and on-site technical support, a perpetual license for imaging data processing software, indispensable imaging accessories, and one year of system service.
The NIH-funded Dr. Blanco-Centurion research grant aims to study the activity changes among inhibitory and excitatory neurons related to the effects of ethanol intoxication on the causation of sleep disturbances. Most importantly, the euronal activity must be studied in vivo and under free-behaving conditions. The critical scientific instrument to reach this goal is miniscope.
The requested product from Inscopix, Inc. is the only available imaging system that meets Dr. Blanco-Centurion's research needs for imaging neurons from laboratory mice in vivo and freely behaving conditions. The device uses a proprietary GRIN lens to visualize deep subcortical regions of the brain, such as the hypothalamus. The system only weighs 2 grams, allowing mice to behave normally while being studied. The nVista system has an electronic focus, allowing the samples of different focal planes significantly increase the output. In addition, the nVista system features outstanding imaging data analysis software. The justification of the sole source is also grounded as Inscopix, Inc. currently does not have partnerships with any reseller.
Inscopix, Inc. is the exclusive developer and manufacturer of the nVistaTM miniature microscope, nVokeTM miniature microscope, and nVueTM miniature microscope + LScape module, data acquisition software, and data processing software package for large-scale imaging of calcium activity and blood flow dynamics in freely behaving rodents.

Clemson University's COMSET facility currently owns a modified chemical vapor deposition (mcvd) system manufactured by SG Controls Limited. This system is currently used to conduct materials research on glass for high energy laser applications. To further enhance the capabilities of our research, COMSET seeks to purchase and install an additional rare earth doping system based on the use of rare earth chlorides from SG Controls. The purchase of this equipment from SG Controls is unique for the following reasons a)No other domestic or international supplier of this type of rare earth chloride doping system, to our knowledge and research, exists commercially for purchase b) SG Controls is the builder of the current mcvd system and can thus integrate the new technology seamlessly into the existing system c)SG Controls maintains the engineering expertise and knowledge base to provide the long term support of the equipment and d) the vapor phase doping system from SG Controls is the only one available that allows for vapor deposition of the rare earths in an mcvd process, which we require for our ongoing high energy research applications. The SG Controls equipment cannot be purchased from any other reseller or distributor. For these reasons, this is a sole source procurement.

The College of Health Professions-Physician Assistant Division(CHP-PAD), is requesting to procure the Student Exam Box™ from Physician Assistant Education Association(PAEA). The Student Exam Box™ sets up the Physician Assistant student for success with the full suite of PAEA Assessment exams. The CHP-PAS main goal is to provide a rigorous education and valid assessments. The Student Exam Box™ is Trademark by the PAEA, also is designed to address those program goals and needs. The Student Exam Box™ Package consist of PACKRAT® End of Rotation™ End of Curriculum™. The CHP- PAD, recently purchased the Student Exam Box™ for the class of 2023. The accreditation body for Physician Assistants, ARC-PA, requires assessment of student competency throughout all phases of physician assistant graduate programs. The CHP-PAD has researched and found that at the present time, no other vendor offers publicly available assessment tools and exams of this kind. As a result, our program has been using these exams to evaluate student performance and to provide on-going submission to ARC-PA with data meeting their reporting and analytic measure requirements.

The SC office in accordance with SC Procurement Code, Section 11-35-1560, is providing notice of the intent to Sole Source a contract to Trane Technologies for parts and repair of an IntelliPak Rooftop HVAC Unit. This service can be performed quickly as needed due to the unit in place currently being inoperable. Failure to procure this service will cause interruptions for students and staff housed in this building. Clemson University's Food Nutrition and Packaging Sciences department seeks to sole source the purchase of the Stock ImmersaFLO Retort system. Our research requires forced flow of the thermal processing medium (water) with come-up-time less than 6 minutes for a 1400 mm, two basket retort design. Also, we require less than 2F° spread between the geometric center of the retort basket and the perimeter of the retort basket during come-up. ImmersaFlow batch sterilization retort process providing precise control of process media fluid dynamics and path of least resistance, resolving the load resistance problem. The system does not require for gravity, or the need for increased process utilities to achieve homogenous temperature profiles. The technology utilizes a closed loop column of process water, channeled through a plenum and closed wall baskets, and creates an immersion process within the basket. Outside of the basket, the retort shell is primarily empty, minimizing water usage and reducing the amount of heat required for the process. ImmersaFlow™ has 4-6 minute Come Up Times (CUT), with as little as a 2°F spread between the geometric center and perimeter of the load. No other equipment can meet these requirements, and the equipment cannot be purchased from any other reseller or distributor. For these reasons, this is a sole source procurement.

South Carolina Department of Disabilities and Special Needs (SCDDSN) intends to award an emergency purchase order for multiple vendors that must provide transportation services to children and adults, who need transportation to participate in needed programs, activities, appointments, or transfer between facilities. SCDDSN currently uses the multi-agency transportation services. The nature of the emergency is that the number of individuals under DDSN's care far exceeds the current capability to provide transportation and a gap in service is not a viable choice. They offer direct, expedient and unique access to Microsoft product development teams, software developers and source code for current and future products. Specialized training of Microsoft personnel is provided from Microsoft product development teams on how enterprise customers can best plan for, deploy, manage and maximize productivity of existing and future Microsoft products. Both reactive and proactive services are included. Reactive services are comprised of Problem Resolution Support, Advisory Support, and Support Assistance. Intrusion Detection Systems (IDS) are a requirement of National Guard Bureau (NGB) for all Arms Vaults maintained and utilized by the Office of the Adjutant General, South Carolina Military Department for the storage of arms utilized by individual units of the National Guard.

The South Carolina Department of Health and Environmental Control Public Health Laboratory seeks a 3-Year sole source contract with Revvity Inc, formerly PerkinElmer Health Sciences. The contract is to provide QSight instruments, consumables, accessories, FDA-approved test materials, and upgrades for existing QSight instruments, which utilize the same software and reagents. Mandated by South Carolina law, the Lab performs Lysosomal Storage Disorders (LSDs), and GAMT is multiplexed with existing testing in the Newborn Screening Lab. Revvity provides the only FDA-approved kit for LSDs. The instrumentation and reagent kits must be from the same manufacturer.
