Based on the MOU between Clemson Univ. and Univ. of Georgia for the Joint State Peach Entomology Program, Clemson has agreed to reimburse UGA for services provided by Entomologist Brett Blaauw. SC Dept. of Behavioral Health and Developmental Disabilities (BHDD) is intending to sole source with Brightly Software for the ability to track maintenance and repairs in critical healthcare facilities across the entire the Department of Behavioral Health and Developmental Disabilities (BHDD) portfolio to ensure compliance with Joint Commission accreditation and Department of Public Health standards for healthcare facilities. In early 2025, the former Department of Mental Health issued a Request for Information (RFI) in SCBO for a work order system, the requirements of which are consistent with OIDD's current needs. Two vendors responded but only one met all of the system requirements. The former Department of Mental Health (or DMH) entered into a contract with Brightly Software Inc. as a result of the RFI. This procurement is a change order to that contract as the former Department of Mental Health and Department of Disabilities and Special Needs have now been combined into the Department of Behavioral Health and Developmental Disabilities by the General Assembly. By specific provision of Act 3 (a/k/a S2) of 2025, any existing DMH contract, including that with Brightly Software Inc., was continued in the name of BHDD. Addition of the BHDD-Office of Mental health Community Mental Health Centers and the BHDD-Office of Intellectual and Developmental Disabilities Regional Centers and Community Residences to the OMH Brightly WorxHub work order system. The Former Department of Mental Health and the former Department of Disabilities and Special Needs have now been combined into the Department of Behavioral Health and Developmental Disabilities by the General Assembly and, as a result, their respective maintenance staffs have been combined. The Office of Intellectual and Developmental Disabilities within the new Department of Behavioral Health and Developmental Disabilities does not have a work order system. The Office of Mental health within the new Department of Behavioral health and Developmental Disabilities is using the Brightly WorxHub system, as such, it is the only system that will allow for continuity of services across the BHDD portfolio. As mentioned above, by law, the existing DMH contract, with Brightly Software Inc., was continued in the name of BHDD upon the effective date of Act 3 of 2025.

The BHDD - Office of Mental Health, G. Werber Bryan Psychiatric Hospital / William S. Hall Psychiatric Institute (BPH) provides inpatient psychiatric and forensic treatment and evaluation services to adults, and psychiatric and substance use disorder treatment to children and adolescents. BPH operates 24 hours a day, 7 days a week, 365 days a year, providing treatment to citizens of South Carolina. BPH consists of eight patient lodges plus administrative offices and other ancillary buildings. It is the policy of OMH hospital management as part of maintaining compliance with hospital accreditation, to ensure at least one lodge is both vacant and in good standing with its licensure so that there is a place to which to relocate patients in the event of an emergency in one of the occupied lodges. Currently two of the eight patient lodges are without a working fire alarm system, as the components of the system for those lodges have failed and they are unable to be occupied for this reason and due to the recently discovered presence of harmful mold. Additionally, with no available replacement parts, etc., two lodges require 24 hour/day fire watch provided by OMH Public Safety which is an issue of critical economy and efficiency. A contract for construction/installation of Project J12-9833-LC Bryan/Hall Psychiatric Hospital Fire Alarm Replacement has recently been awarded, and' a Notice to Proceed has been issued to a licensed electrical contractor. However, the recent confirmation of the presence of mold contamination within the vacant lodges threatens to delay the fire alarm system construction/installation and the ability of the hospital to provide the necessary vacant lodge for emergency purposes. This creates an immediate threat to the health and safety of the staff and patients. Lodge A was determined to require the least remediation and, as such, will be addressed through this emergency procurement so that the fire alarm project can proceed and at least one vacant Lodge will be available. Separate projects are being established to address the HVAC and remediation needs of the other lodges. As OMH was proceeding with scheduling replacement of the fire alarm system, the presence of hazardous mold was detected as resulting from condensation related to damaged HVAC ductwork system insulation and improperly functioning HVAC air-handler's internal condensation collection pans, including the absence of secondary condensation collection and drainage systems that are required by contemporary mechanical codes. The replacement of the obsolete and failing fire alarm that is required by life-safety codes needs urgently to begin and to be safely completed as quickly and efficiently as possible. To do that, safe access for the fire alarm system contractor(s) to the vacant patient lodges is required. The dual threat to public safety: an obsolete fire alarm system in need of urgent replacement, and the presence of dangerous mold contamination in patient lodges, compounded by the economic cost of and inefficiency of providing 24 hr./day fire watch to continue operations of this mental health care facility, has resulted in the need for this emergency procurement. GMK is familiar with the isues because they recently conducted a condition assessment study of the BPH HVAC systems and determined the cuases of moisture issues that have resulted in the current mold contamination within the patients' lodges. In addition to being licensed professional Architects, Mechanical, and Electrical Engineers, GMK also has licensed General Contractors and General Construction managers. Therefore GMK, not only has the expertise to efficiently plan, design, and engineer the required scope of work for this project, they also have the construction market knowledge, and the skill and resources to execute its construction expeditiously.

The South Carolina Department of Public Health (DPH) is seeking a qualified vendor to provide one-year service plan coverage for five (5) Life Technologies ABI 7500 Fast DX Polymerase Chain Reaction (PCR) instruments. Service Plan coverage is to include an annual performance maintenance visit by a factory-trained service representative; parts, labor, and travel for remedial repair; guaranteed 2- business days response time; instrument recalibration as required; telephone and email instrument technical support; while maintaining the standard level of performance as stated in the operational manual provided with the original equipment. All components and consumables herein must be provided by the same vendor.

The South Carolina Law Enforcement Division (SLED) hereby provides notice, pursuant to the authority of SC Code 11-35-1560 and SC Regulation 19-445-2105, that it intends to award without competition a contract to General Dynamics Information Technology, Inc. The contract for M&O services with incumbent vendor Three Sigma expired on April 1, 2025. Because the SCWIC MIS is federally funded, the agency was legally prohibited from advertising or awarding any Sole Source procurement without prior FNS approval, as required by 7 C.F.R. § 246.14 and 2 C.F.R. § 200.320(c).
Although the agency timely submitted its Sole Source request to FNS, FNS approval was not issued until July 14, 2025, creating a three-month gap during which the agency lacked legal authority to proceed with the Sole Source. The Emergency Procurement was therefore legally essential and mandatory to maintain WIC system operations until the FNS-approved Sole Source contract could be executed.

Protean Instrument is the vendor for the hardware and software of the gross alpha and beta gas proportional counters in the fixed laboratory. Curiosity, excitement, and momentum are in place to continue building a movement that elevates Charleston and brings national attention to the critical role South Carolina played in winning the American Revolution. A Charleston-focused plan is required to encourage peninsula-wide pride and unity, designed to serve both local residents and outside travelers. Events will take place June 20, 2026- July 5, 2026.

Clemson needs a tool that can be easily adapted and standardized as a primary solution to be used by the University’s 37,000+ constituents while providing opportunity and flexibility to be adapted for the unique needs of a university environment. Some specific requirements we have include:
1) Ability to tier licenses/accounts based on various levels of user needs
2) Advanced use options for the classroom such as the ability for faculty, staff and students to build their own custom GPTs to publish and share publicly, that Admin can control for safe integrations. Additional features focused on students usage beyond just answering questions and can be incorporated into learning and research
3) Ability for staff to use the tool for optimizing business workflow
4) Built in agentic tools and features that allow unified agent deployment, promoting usability and enabling greater controls

Clemson is investing in deeper, custom AI capabilities that go beyond what other universities have purchased, positioning the campus to lead in teaching, operations, and research innovation. ChatGPT is the only LLM in the market that will allow Clemson to achieve its goals for a fast, broad adoption, ability to grow and customize solutions specific to the classroom needs, research or campus business, while also positioning Clemson to be a leader in the higher education space for such a solution. While other LLMs do exist, the breadth of strong results of ChatGPT means Clemson can rely on a single vendor whose models already span the teaching, research, and administrative workloads we anticipate, reducing integration risk as needs evolve. OpenAI is the only provider offering the full, integrated feature stack Clemson requires under a single EDU contract (governed custom agents, multimodal capabilities, advanced tool use, pooled-credit licensing, and institutional data protections) at the scale we need. To be clear, this is not about varying degrees of how well the solution would perform, but rather other solutions simply are not able to meet our requirements. Most importantly, having 19,000+ current users, it would be impossible to drive adoption and deliver on outcomes across the university for another solution. It is basically an embedded base that is the main driver for user adoption. ChatGPT is sold solely by OpenAI as the developer and owner of their proprietary solution. The price we are paying for this contract ($3,089,726) is considered fair and reasonable based on comparison of similar contracts in the marketplace. Therefore this is a sole source.

Our Elevator has broken down again leaving the PAB building in a Non-Compliance state within our ADA requirements as a college. Any handicapped student or faculty will not be able to access anything but the ground floor at this time limiting the required classes needed for offered courses.
