The recipient is an 18-year-old who has decided to remain in care to focus on earning his GED and further enhance his independent living skills. Hill Crest’s Higdon Hill is a congregate care program which is designed to support independent living skills specifically which will allow the youth to build and nurture a strong support system. It is believed that he would be productive in a smaller group setting and step-down program like Higdon Hill. There are no in-state facilities willing to accept admission of the youth due to his extensive psychiatric background. The youth is currently being stepped down from a PRTF level of care to a GC-III level of care. The vendor is able to provide specialized treatment at the GC-III level of care for the youth to obtain essential independent living skills to transition into after care.

The South Carolina Department of Public Health (DPH) intends to award a sole source contract to Oracle America, Inc. for the continuation of Application Management Services (AMS) for one year supporting the Oracle Health (formerly Cerner Millennium) Electronic Health Record (EHR) system utilized by more than 60 public health facilities statewide.

Oracle is the only vendor with direct access to the proprietary source code, product engineering resources, and internal tools necessary to perform these services and maintain the EHR in a vendor-supported, compliant configuration.

In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to LI-COR Biosciences for the purchase of an Odyssey F 4-Laser equipment and support contract.
Purpose and Objectives: The Thurmond/Gazes Cardiac Disease Research Department at MUSC is requesting purchasing a specific Western blot quantification machine to accurately and reproducibly quantify Western blots for their grant entitled "GP130 Antagonism in Porcine RV Pressure Overload".
Sole Source Justification: Authorized the purchase of the Odyssey F 4-Laser Imaging System for the grant entitled GP130 Antagonism in Porcine RV Pressure Overload to accurately quantify Western blots.
This equipment is the only product on the market that allows for infrared-mediated analysis of Western blots. The Odyssey F 4-laser has multiple fluorescent scanning heads which will allow for quantification of plate assays. There is no other piece of equipment that can perform these tasks to meet the requirements.

For my research group (synthetic organic chemistry), we require an Supercritical Fluid Chromatography (SFC) system to measure/monitor/characterize enantio-purity of chiral organic compounds that are generated using our catalytic methods. This SFC system is essential to my research program as it enables facile chiral analysis of wide-range of organic compounds. The sample introduction on the Agilent SFC utilizes FEED injection so we can inject reliability and reproducibly from 0.1uL to 90uL without changing the loop due to sample limitations. The Agilent 1260 also has a higher pressure-limit of 600bar vs other SFC, also with higher flow rates (up to 5ml/min). Agilent is the only supplier that can provide such an SFC system that meets these requirements. We researched other suppliers, all of which led to the determination that Agilent has the unique ability to meet our needs. For these reasons, this is a sole source procurement.

Software AG is the sole provider of the Adabas and Natural Software. PEBA’s legacy systems that support retirement payments and health enrollment run on these platforms and, as these systems are aging, the expertise to adequately maintain these systems rests with Software AG as the exclusive developer and manufacturer of both Adabas and Natural. PEBA has used its legacy computer systems for more than 35 years to administer these benefit programs and must ensure that these legacy systems continue to perform at optimal levels. Therefore, it is imperative that we have a qualified contractor capable of working with Adabas and Natural proprietary software to ensure PEBA’s databases that run on these platforms are functional, secure, and available by managing their performance, security, and integrity. Agency performed an internet search and reviewed documentation from that provider that states The Intercept model is the property of Youth Villages, and Youth Villages is the exclusive purveyor of the Intercept model. The program model and contents of the online clinical portal known as Guide Tree® (which is central to the case conceptualization process utilized for ever case throughout the duration of treatment) are proprietary. Youth Villages claims copyright, trademark, and trade secret rights to these materials.

The Division of Air Quality Analysis (DAQA) Analytical Laboratory currently uses a canister cleaning system and Precision Static Dilution equipment that is outdated and needs to be replaced and is compatible with other Entech equipment being used in the laboratory. The purchase of this equipment will be backup equipment in the laboratory. Having a backup canister cleaning oven and Precision Static Dilution system in the DAQA laboratory would give the capability to have the same hardware, service, spare parts, consumables, and support as the current systems. They can also be added to the Preventative Maintenance service contract maintained on the current sytems.

The District owns property located at Gold Hill Rd. and Highway 160 (Buchanan Property), which is designated for Middle School 8. There are currently four abandoned houses on the property, despite signage on property boundaries, homeless individuals and vagrants continue to occupy them. Law enforcement has been unable to keep them from returning. Due to the structures presenting a public safety threat and liability, it is in the District's best interest to begin demolition immediately. An Emergency Procurement has been awarded to Barfield Grading Company to remove the structures.
