SCDES intends to award a sole source contract for Aquaspec which supports implementation of the System Monitoring, Operation andOptimization (SMOO) Program authorized under Section 1452 of the Federal Safe Drinking Water Act. In accordance with Sole Source Section 1560 of the Charleston County School District Consolidated Procurement Code, the Charleston County School District intends to award without competition, a contract for the procurement of a roof hatch safety system manufactured by Belmont. CCSD has standardized the use of this equipment across district facilities to ensure consistency in roof hatch access safety, operational reliability, and maintenance practices. The Belmont system is protected by patent and/or proprietary design features, which limits the availability of equivalent products from other manufacturers. For these reasons, Belmont is considered the only manufacturer capable of providing the required equipment that meets CCSD’s established standard.

Clemson University previously competitively awarded RFP 145611880 to Huron for Facilities & Administrative (F&A) consulting services. Through that engagement, Huron implemented and now supports the University’s EFACS F&A cost system. The current EFACS software license (approximately $30,000 per year) will become outdated in July 2026, requiring a new agreement to prevent loss of access to the University’s historical F&A data, models, and reporting.
For continuity of data and services, this procurement must be processed as a sole source. Transitioning to another vendor or system would require rebuilding the University’s F&A cost model, remapping historical financial data, and recreating supporting documentation. Such changes would introduce significant risk to the integrity and consistency of the University’s F&A rate calculations and could negatively impact the institution’s ability to support current and future federal rate proposals.
The University’s current federal F&A rate agreement requires submission of a new proposal or extension by December 31, 2027. The University anticipates continued reliance on Huron’s expertise to maintain EFACS system rules, ensure alignment with Workday financial data, and assist with preparation and submission of the upcoming federal rate proposal.
For these reasons, a three-year agreement with Huron (through approximately July 2029) is necessary to ensure continuity of the EFACS system, preserve historical F&A data integrity, and support uninterrupted F&A cost recovery operations. Because Huron is the only provider capable of maintaining the University’s existing EFACS environment and associated models, for this reason, this is a sole source.

Clemson University utilizes the Intersect platform to enhance student recruitment by connecting directly with high school students who are actively engaged in the college planning process through Naviance, a widely adopted college and career readiness platform used by millions of students and thousands of high schools nationwide. Intersect enables Clemson to communicate with prospective students within the Naviance environment where students research colleges, explore career pathways, and plan their postsecondary education, allowing the university to promote events, share information, and build awareness among students who are actively evaluating college options. This capability is dependent on Intersect’s proprietary integration with Naviance, which is owned by PowerSchool and cannot be replicated by other recruitment platforms. The platform also supports established recruitment workflows and data continuity used by Clemson’s enrollment management team. Through a formal partnership with PowerSchool, EAB is the exclusive provider authorized to sell, implement, and support the Intersect student recruitment platform for higher education institutions. Because no other vendor has access to the Naviance integration or the ability to provide Intersect services, equivalent products cannot provide the same access to this population of prospective students. For these reasons, EAB is the only available source capable of providing the Intersect platform and related services and is therefore considered a sole source supplier.

Clemson is having to relocate equipment out of Edwards Hall due to renovation and the risk of equipment damage during the HVAC replacement, specifically the sim lab debriefing equipment must be removed and reinstalled to avoid damage. The Debriefing Equipment was purchased from manufacturer EMS, and they performed the original installation, therefore they are uniquely qualified for the removal and re-installation. Therefore this is a sole source.

Education Oversight Committee (EOC) intends to contract with The Riley Institute at Furman University to conduct the analysis, including a landscape assessment and a Return on Investment (ROI) study focused on the state’s 21st Century Community Learning Centers (21st CCLC). This project requires a research entity capable of integrating statewide education policy analysis, direct engagement with South Carolina afterschool program providers and state agencies, and advanced economic modeling to estimate program costs and long-term economic returns. The scope of this project requires the ability to collect and interpret South Carolina–specific program data, coordinate with the state’s 21st CCLC network and other afterschool stakeholders, and translate program outcomes into measurable economic impacts through benefit-cost and net present value analyses. The vendor has the unique capability of doing all of this.

SC Housing is hosting the SC Housing Summit/Forum at the Columbia Metropolitan Convention Center (CMCC) on April 15-16, 2026. SC First Steps will enter a contract under emergency procurement for a period of three (3) years to secure a functional data system immediately. This will stabilize operations, and allow sufficient time for full implementation, data migration, user adoption, and evaluation across all programs for SC First Steps’ legislatively mandated early childhood services.
