The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

Coastal Carolina University requires a healthcare simulation platform to support clinical education, assessment, and competency development across its healthcare programs. The University’s instructional model increasingly relies on scalable experiential learning, requiring students to engage in realistic clinical scenarios that reinforce decision-making, prioritization, and patient management skills.

To meet these needs, the University must implement a platform that enables independent, repeatable, and accessible simulation-based learning without the operational constraints of traditional simulation environments. In practical terms, this means the platform must support:

- Delivery of immersive clinical scenarios where learner decisions directly impact outcomes
- Flexible access through both virtual reality and standard computing environments
- Independent learner participation without continuous instructor facilitation
- Measurable performance outcomes tied to clinical competencies
- Faculty ability to develop, modify, and deploy simulation content

These requirements are necessary to expand training capacity, maintain instructional consistency, and reduce reliance on space-limited simulation labs and instructor-led delivery.

The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

Coastal Carolina University requires continued access to a student engagement and enrollment intelligence platform to support recruitment, application conversion, and yield management across the undergraduate admissions funnel.

The University utilizes ZeeMee to:

• Build and manage student engagement communities across all funnel stages
• Facilitate real time communication between prospective students, current students, and admissions staff
• Provide behavior based engagement data and analytics tied to enrollment outcomes
• Support admissions outreach, event engagement, and student connection prior to enrollment

ZeeMee was previously provided through the University’s contract with Ruffalo Noel Levitz (RNL). As RNL no longer provides ZeeMee under that agreement, the University requires a one year continuation of ZeeMee services to:

• Maintain ongoing engagement with active prospects and applicants
• Avoid disruption to the current recruitment cycle
• Preserve existing student data, engagement activity, and analytics
• Allow sufficient time to evaluate alternatives and conduct a competitive procurement (RFP) for long term solutions

This procurement is therefore a temporary bridge to ensure continuity of operations during strategic evaluation and transition planning.

Coastal Carolina University requires a comprehensive, integrated system to manage and schedule all on-campus classes and events and to analyze space utilization across campus facilities.

The University currently utilizes the CollegeNET Series25 platform to support these operations. This system enables centralized scheduling, provides detailed reporting on space usage, and supports both long-term planning and day-to-day operational needs. The platform must also integrate directly with the University’s Colleague Student Information System (SIS) to ensure accuracy and consistency of scheduling data.

These capabilities are essential to maintain efficient academic and facility operations and to ensure data-driven decision making related to campus space utilization.

The Department of Physics and Engineering Science requires a microelectronic characterization system capable of performing thin-film device testing and current-voltage (IV) analysis with nano-ampere level sensitivity at voltages up to 40V. The system must support advanced research involving memristor device characterization and enable the replication of measurement methodologies documented in peer-reviewed publications. These research activities require highly precise, repeatable measurements that can only be achieved through a tightly integrated hardware and software environment designed specifically for semiconductor device analysis. In addition to the instrumentation, the University requires a complete solution that includes manufacturer-provided installation, testing, and configuration services to ensure the system performs accurately at the required sensitivity and meets research-grade validation standards upon deployment.

The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Clemson Athletic Properties Company ("CAPCO") for the following services:

Clemson University must sole source a revenue contract to be established with Clemson Athletic Properties Company, or CAPCO. The licensing or assignment of the Intellectual Property Rights to CAPCO by Clemson qualifies for a sole source procurement pursuant to S.C. Code Ann. §11-35-1560(A). CAPCO is organized, and at all times shall be operated, exclusively for the benefit of, to perform the functions of, or to carry out the purposes of Clemson University. Unlike other existing for-profit companies that offer services related to the licensing of university intellectual property, CAPCO is a charitable organization whose only purpose is to support Clemson University.

All operations will be dedicated to Clemson University. All of CAPCO's assets and profits are dedicated and used exclusively for the support of Clemson University. No other existing service provider has the capacity to offer these benefits to Clemson, or can be integrated and embedded in Clemson's enterprise as an affiliate entity, nor offer all profits from these activities back to Clemson University. For these reasons, this is a sole source.

The total anticipated value of the revenue from this contract is $12,000,000.00 annually.

In accordance with Sole Source Section 1560 of the Charleston County School District Procurement Code, Charleston County School District intends to award a two year contract without competition for the procurement groundwater well construction, water system integration, testing, and related services from H.M. Northcutt Corporation.  M. Northcutt Corporation possesses specialized expertise in the design, construction, installation, testing, and integration of potable water supply systems, including groundwater production wells, pumping equipment, control systems, regulatory compliance, and water quality testing. The company has demonstrated extensive experience with these systems and the ability to provide a complete turnkey solution that includes permitting, construction, controls integration, testing, startup, and final regulatory approval. Due to the highly specialized nature of these services, the need for compatibility with existing infrastructure, and the requirement for a single provider capable of delivering all aspects of the work while maintaining system reliability and regulatory compliance, Charleston County School District has determined that H.M.
