JUSTIFICATION FOR EMERGENCY PROCUREMENT Agency: The SC Department of Corrections Emergency Vendor: Alpha Vets, Inc. Agency has contracted with or plans to contract with Emergency Vendor for the supplies, services, information technology, or construction described below per S.C. Code Ann. §11-35-1570 and S.C. Regulation 19-445.2110, Emergency Procurement. Describe the nature of the emergency condition and the resulting immediate threat to public health, welfare, critical economy and efficiency, or safety that this procurement responded to: The Cooling Tower Chiller at Tyger River Correctional Institution is malfunctioning leaving institution with no air conditioning. Description of the facts and circumstances giving rise to the above describe emergency condition and threat: Solicitation 5400025223 issued on 04/26/2023 with an award issued on 05/12/2023 to AlphaVets., Inc. The original estimate came in at $99,850 however the lowest bid received and awarded was $104,880.00. The lead time for this unit is approximately (11) weeks after a PO is issued. SCDC was informed a new funds routing must be obtained for the addition funds ($5,080.00) The Funds Routing Letter was denied by Administration and requires a do over as it is now considered a Capital Project. SCDC cannot wait on project approval, funds routing and new solicitation processing and award as we are entering into 90 degree weather. The temperatures will soon turn higher resulting in hazardous environmental indoor temperatures threating both the health and welfare of SCDC Inmates and Employees. With input from inmates and their families, researchers built upon the PMT curriculum to make it effective within the context and restrictions of parents and families involved in the criminal justice system. PIO addresses the unique situation and issues of systems involved parents. PIO:
Parents develop and refine social interactional skills and citizenship behaviors they can use in all aspects of their lives and that will help them guide their children toward becoming positive, constructive adults.
The PIO program gives parents a way of navigating life that uses healthy, pro-social skills to interact with children, partners, co-parents, officials, friends, and family. SCDC intends to use PIO-60, PIO-48, PIO, 24 and the coach training program.

Datamaxx provides this system and switching to FBI and other SC Criminal Justice System.
Datamaxx allows state law enforcement agencies to conduct investigations on behalf of the state as directed by the Governor and Attorney General. Datamaxx provides timely access to the NCIC, Nlets, and SC Criminal Justice Network for information capture and sharing. The web system is used to gather criminal history on incoming inmates and employees. System is also used to update CJIS and NCIC on current status of inmates, sentencing, admission dates, location, ect. Also, Datamaxx allows for entering any warrants for any criminal housed at the Agency and the system provides any warrants from any other law enforcement agency in the country that maybe issued after incarceration.
DataMaxx is the only system currently approved by SLED for access to the Criminal Justice Agencies for secure access in South Carolina.

Dataworks is the only vendor that can provide the livescan upgrade and hardware and software support that is compatible with SCDC’s existing Dataworks software that was customized for SCDC interfaces/oms/systems. Dataworks is the creator, owner, and exclusive provider of this software.

Under the agreement with National DHIA, there are no other members permitted to sell services within the states of South Carolina, North Carolina or Virginia.
Monthly services include confirming daily milk weights, sampling each cow’s milk for somatic cell (SCC), percent milk fat and percent protein. Other sampling services are provided on an as requested basis. Entire herd profile is contained in a DHIA proprietary herd management software (PCDART). The database which the software utilizes is maintained on an on-farm computer but cannot be accessed without regularly using this testing service. The software requires daily on-farm data entry and report generation, as well as updates with the most recent results of each “test day” after processing.
In addition to the multitude of daily on farm management decisions, the resulting information compiled for each animal ensures that the dairy is able to continue to meet the state and federal guidelines for a Grade A Dairy Operation. This data is also transferred directly to the United States Department of Agriculture for use in commodity reporting, genetic evaluations and advancement of the dairy cow.
