The District owns property located at Gold Hill Rd. and Highway 160 (Buchanan Property), which is designated for Middle School 8. There are currently four abandoned houses on the property, despite signage on property boundaries, homeless individuals and vagrants continue to occupy them. Law enforcement has been unable to keep them from returning. Due to the structures presenting a public safety threat and liability, it is in the District's best interest to begin demolition immediately. An Emergency Procurement has been awarded to Barfield Grading Company to remove the structures.

Evisions is the sole provider of Banner-based enterprise reporting tool (Argos), document data merge and delivery system (FormFusion) and Accounts Payable and Payroll check and direct deposit integration. Argos is the only web-based ad hoc access and reporting tool specifically built for Ellucian Banner clients. It is heavily integrated into Banner and has been in use for over a decade. SCDSS is procuring the services of HHA Cares II to provide group care services to high acuity youth using a small group home model. This will provide more intensive supervision and support than traditional group care. The program will serve youth who are experiencing or are at risk for extreme placement instability.

SCDSS was tasked at the Michelle H settlement court hearing in October 2024 to meet specific requirements as it relates to Richland County youth in foster care, to ensure that they do not have overnight stays in the SCDSS office, and to reduce the utilization of “night to night” emergency placements for these youth, and remains under an ongoing order to prevent overnight office stays for all youth in foster care. Family Choice Center is contracted with SCDSS as an Enhanced level group care provider for girls. At times, they provide care for youth whose established level of care and corresponding needs exceed the expectations of an Enhanced Group Care provider (i.e., the youth is approved for Psychiatric Residential Treatment Services or has other needs that result in high acuity behaviors). These youth often require 24/7 individualized supervision to remain stable and safe in placement. This provider does not wish to accept services from outside contracted providers to provide the additional supervision and is able provide internal supplemental staffing. In compliance with court ordered requirements, SCDSS is establishing an Emergency Contract with Family Choice Center group home to establish funding for this group care provider for the provision of supplemental, individualized program staffing for youth with high acuity needs who are at risk of being overnight in the SCDSS office, or at risk for being in night- to-night emergency placements. These services are intended to be utilized as time limited, crisis-stabilization to aid a youth in stabilizing or acclimating to placement with the provider and are not a long-term service or replacement for other treatment interventions that could benefit the youth.

Domestic hot water system is down for an inpatient care facility which is in direct conflict with DHEC regulations and also sanitary safety. OMH solicited for 3 vendors to provide the portable heater needed, Sunbelt only has large industrial boilers and W.C Rouse cannot get one within the time frame needed, Twin Systems was able to meet the timeframe with a quote of $14,368. The main hot water holding tank has ruptured which is causing inpatient facilities not to have hot water for patients. The repair will take considerable time to repair correctly for hot water to be restored back to inpatient facilities. In the meantime, OMH/PPS would like to rent a portable boiler to meet DHEC regulations until the issue can be fixed for our inpatient care facility. OMH/PPS contacted two other vendors: Sunbelt only has large industrial boilers and W. C. Rouse cannot have one here until next week. Twin System is the only one that can deliver the portable boiler in less than 12 hours which meets DHEC requirements in the cost of $14,368.00. Twin Systems was able to meet the turnaround time in getting the portable heater to the location the following morning. As noted above, the hot water heaters were needed for a longer period of time originally thought which increased the cost to $19,816.33 for the months of August, September and October. If the repairs go into November there will be an additional cost of $15,750 for portal heater and propane cost. The cost for the welder quote includes repair, AI cost and PT – of repair is estimated to be $5,600 per the quote that was received from Twin System. Twin System will supply a temporary domestic hot water boiler and propane for inpatient care facility.

The South Carolina Department of Public Health (DPH) is seeking qualified vendors to provide FDA approved reagent kits, controls and supplies for detecting Mycobacteria species in clinical isolates compatible with an existing Biomerieux VITEK Mass Spectrometry system used in DPH’s Mycobacteriology Laboratory.
The total estimated dollar amount is $50,000 over a one-year period.

Services to provide ongoing software maintenance and support for the SC Vital Records and Statistics Integrated Information System (SC VRSIIS). Genesis Systems, Inc. is the sole developer of this custom computerized web-based software system. This system was procured through a competitive bid process and awarded under Contract Number: 03-S5602-A9532 effective May 2003. The VRSIIS system as designed accommodates the legal registration, certification, fee collection and all other processes associated with the recording of vital events for the citizens of the State of South Carolina. The system, which was upgraded in 2020, includes the following products: BIRTH, DEATH, FEE AND ISSUANCE, FETAL DEATH, and ITOP Modules. The products are all written, sold, and supported exclusively by Genesis Systems, Inc. and Genesis retains the sole rights for providing ongoing software maintenance and support for the VRSIIS system.

SC Dept. of Behavioral Health and Developmental Disabilities (BHDD) is intending to sole source with Brightly Software for the ability to track maintenance and repairs in critical healthcare facilities across the entire the Department of Behavioral Health and Developmental Disabilities (BHDD) portfolio to ensure compliance with Joint Commission accreditation and Department of Public Health standards for healthcare facilities. In early 2025, the former Department of Mental Health issued a Request for Information (RFI) in SCBO for a work order system, the requirements of which are consistent with OIDD's current needs. Two vendors responded but only one met all of the system requirements. The former Department of Mental Health (or DMH) entered into a contract with Brightly Software Inc. as a result of the RFI. This procurement is a change order to that contract as the former Department of Mental Health and Department of Disabilities and Special Needs have now been combined into the Department of Behavioral Health and Developmental Disabilities by the General Assembly. By specific provision of Act 3 (a/k/a S2) of 2025, any existing DMH contract, including that with Brightly Software Inc., was continued in the name of BHDD. Addition of the BHDD-Office of Mental health Community Mental Health Centers and the BHDD-Office of Intellectual and Developmental Disabilities Regional Centers and Community Residences to the OMH Brightly WorxHub work order system. The Former Department of Mental Health and the former Department of Disabilities and Special Needs have now been combined into the Department of Behavioral Health and Developmental Disabilities by the General Assembly and, as a result, their respective maintenance staffs have been combined. The BHDD - Office of Mental Health, G. Werber Bryan Psychiatric Hospital / William S. Hall Psychiatric Institute (BPH) provides inpatient psychiatric and forensic treatment and evaluation services to adults, and psychiatric and substance use disorder treatment to children and adolescents. BPH operates 24 hours a day, 7 days a week, 365 days a year, providing treatment to citizens of South Carolina. BPH consists of eight patient lodges plus administrative offices and other ancillary buildings. It is the policy of OMH hospital management as part of maintaining compliance with hospital accreditation, to ensure at least one lodge is both vacant and in good standing with its licensure so that there is a place to which to relocate patients in the event of an emergency in one of the occupied lodges. Currently two of the eight patient lodges are without a working fire alarm system, as the components of the system for those lodges have failed and they are unable to be occupied for this reason and due to the recently discovered presence of harmful mold. Additionally, with no available replacement parts, etc., two lodges require 24 hour/day fire watch provided by OMH Public Safety which is an issue of critical economy and efficiency. A contract for construction/installation of Project J12-9833-LC Bryan/Hall Psychiatric Hospital Fire Alarm Replacement has recently been awarded, and' a Notice to Proceed has been issued to a licensed electrical contractor. However, the recent confirmation of the presence of mold contamination within the vacant lodges threatens to delay the fire alarm system construction/installation and the ability of the hospital to provide the necessary vacant lodge for emergency purposes. This creates an immediate threat to the health and safety of the staff and patients. Lodge A was determined to require the least remediation and, as such, will be addressed through this emergency procurement so that the fire alarm project can proceed and at least one vacant Lodge will be available. Separate projects are being established to address the HVAC and remediation needs of the other lodges. As OMH was proceeding with scheduling replacement of the fire alarm system, the presence of hazardous mold was detected as resulting from condensation related to damaged HVAC ductwork system insulation and improperly functioning HVAC air-handler's internal condensation collection pans, including the absence of secondary condensation collection and drainage systems that are required by contemporary mechanical codes. The replacement of the obsolete and failing fire alarm that is required by life-safety codes needs urgently to begin and to be safely completed as quickly and efficiently as possible. To do that, safe access for the fire alarm system contractor(s) to the vacant patient lodges is required. The dual threat to public safety: an obsolete fire alarm system in need of urgent replacement, and the presence of dangerous mold contamination in patient lodges, compounded by the economic cost of and inefficiency of providing 24 hr./day fire watch to continue operations of this mental health care facility, has resulted in the need for this emergency procurement. GMK is familiar with the isues because they recently conducted a condition assessment study of the BPH HVAC systems and determined the cuases of moisture issues that have resulted in the current mold contamination within the patients' lodges. In addition to being licensed professional Architects, Mechanical, and Electrical Engineers, GMK also has licensed General Contractors and General Construction managers. Therefore GMK, not only has the expertise to efficiently plan, design, and engineer the required scope of work for this project, they also have the construction market knowledge, and the skill and resources to execute its construction expeditiously.
