The South Carolina Office of Mental Health uses Doxy.me to provide critical telehealth services to OMH patients. Doxy.me is integrated with OMH’s electronic health record to provide a secure link and appointment integration for our patients. These appointments are scheduled in advance and the unique, secure Doxy.me information to the patient. If this integration were to be withdrawn there would be severe disruption to patient care as they would not have valid appointment links for the telehealth services. No other vendor has the ability to provide the Doxy.me licenses and integration provided by the Doxy.me vendor.

Spartanburg School District Two intends to award a sole source procurement to Project Lead the Way (PLTW) for curriculum-aligned equipment, materials, and supplies required for program implementation during the 2025–2026 school year.
PLTW provides its approved equipment and supplies exclusively through the myPLTW Store, which is accessible only to authenticated users. All products offered through the myPLTW Store undergo an annual competitive bidding process. Awards are based on the lowest total cost of ownership as well as additional key factors, including alignment with PLTW curriculum specifications, reliable shipping, and demonstrated product quality.
PLTW has evaluated these items using established criteria for sole source designation. This review includes, but is not limited to:

The South Carolina Department of Public Health intends to procure, as a sole source from Nomad GCS, a Platinum Extended Warranty Equipment Service Agreement for the agency's existing seven (7) NOMAD Trailers. Extended Warranty Service Plan includes Dual Network - 18 GB Metered Bandwidth Fleet Service Plan with 7 Mbps x 3Mbps speed on a shared network, participation in Fleet Satellite Plan, Voice and Network Support Plans, DiD telephone numbers, CIR line with 20Kbps per trailer, special overage allowance during emergencies, Technical and Engineering support for the seven (7) Nomad trailers located around the state. The South Carolina Department of Behavioral Health and Developmental Disabilities (SCDBHDD) Office of Mental Health (OMG), Suicide Prevention Program (SPP) is intending to Sole Source with R1 Learning who provides training and awareness about suicide prevention efforts in SC. More specifically the Sero Suicide Initiative Grant works with the SC Department of Corrections (SCDC), SC Department of Probation, Parole and Pardon (SC PPP), SC Department of Inpatient Services and Lexington County Community Mental Health Center to bring trainings to staff around suicide prevention. The main intention is to bridge the gap in service once someone is released from SCDC custody either into SC PPP or to inpatient or outpatient treatment. R1 Learning is an education company providing an interactive curriculum that engages and retains individuals in service, increases practitioner effectiveness through workforce training and generates data for measuring outcomes. R1 Learning delivers greater engagement for the leading evidence-based and best practice models and theories for mental health & wellness, substance use disorder, and life skills. This grant faces unique challenges working inside correctional institutions where we are limited to what is allowable. This program will assist the institutions with providing evidence-based therapy like DBT, which can be limiting due to institutional restrictions. It will also allow peer support inmate programs to run groups inside the institutions. This program can also be used among all our Grant Partners to keep the consistency of transition of care. The vendor would provide OMH with an in-person train the trainer training. Provide Discovery Kits for Clinicians, Coaches & Peers. Provide Discovery Kits for Groups. Provide Discovery Licenses and assistance for implementation and integration of the Discovery Licenses.

SCBHDD/OMH intends to Sole Source and enter a one year contract with four one year renewal options for planned Service Agreement and Software Subscription for the parts, maintenance, and repair of JCI HVAC control equipment in OMH Buildings and software to remotely monitor and control those systems. The JCI HVAC control systems installed in the buildings and the associated software are proprietary in nature along with access to the Metasys controls system that monitors the equipment and upgrades and maintenance to that system.

The School District of Newberry County intends to sole source Johnson Controls Fire Protection parts, technical support, and inspections for Simplex Grinnell equipment. Simplex Grinnell is proprietary equipment, there are no known distributors other than Johnson Controls Fire Protection (formerly Simplex Grinnell) for Simplex equipment and software. In order to maintain the UL integrity of the fire alarm systems, only Simplex equipment can be utilized.

The Medical University of South Carolina (MUSC) and Hollings Cancer Center, in accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, intend to award without competition a sole-source contract to Precision X-Ray Inc. for a 5-year extended maintenance and warranty for the X Rad 320 X-ray Cabinet Irradiator.
Based on market research and discussions with the supplier community, it has been determined that Sandia National Laboratories—a quasi-governmental entity affiliated with the U.S. Department of Energy—is the sole qualified provider capable of performing X-ray incentive-based irradiation services and support for this specific equipment. Due to the complexity and safety concerns associated with irradiator systems, all services will be provided exclusively by Precision X-Ray Irradiation.

The IRF proposes to procure a database license (Participation) from Verisk – Verisk (formerly the Insurance Service Office) for access to its commercial property, tort and automobile liability insurance platform. This license includes access and use of published policy forms, (tested policy language for all lines of insurance), building construction classifications, occupancy codes, and updates. SLED seeks to procure a 1-year service maintenance agreement for a Star Safire 380 HDc imaging system used on SLED’s helicopters as well as material and labor for repair to the aging imaging system. This agreement is for 1 of 2 Star Safire imaging systems. These systems are over 10 years old and require regular preventative maintenance and service. The service agreement will allow for 100% coverage for parts and labor caused by normal wear and tear, 5% discount for upgrades, and priority stock parts and repair queue.

The recipient is an 18-year-old who has decided to remain in care to focus on earning his GED and further enhance his independent living skills. Hill Crest’s Higdon Hill is a congregate care program which is designed to support independent living skills specifically which will allow the youth to build and nurture a strong support system. It is believed that he would be productive in a smaller group setting and step-down program like Higdon Hill. There are no in-state facilities willing to accept admission of the youth due to his extensive psychiatric background. The youth is currently being stepped down from a PRTF level of care to a GC-III level of care.
