Combined Intervention (CI) is a company which implements a systematic process of conflict resolution and mentoring intervention for students who are identified to be suspended or expelled. Based upon the discipline needs of the students, CI will collaborate with parents, students, teachers and administrators to resolve academic and social problems of identified students. Each student will be assigned a mentor for the period of the semester; there will be home dialog with students and parents; the hosting of community forums with major stakeholders of the community such as Ministers, businessmen and women, retired teachers and other professionals. Teachers and administrators will be provided with methodologies and strategies to assist students in the prevention of discipline problems within the classroom. Students will be assisted (tutored) in subjects of deficiencies; students will be instructed in financial literacy and multiculturalism. Parents and students will be assisted with transportation only as an imperative. Students will be trained in the etiquette of manners, character, and

Doxy.me is integrated with OMH’s electronic health record to provide a secure link and appointment integration for our patients. These appointments are scheduled in advance and the unique, secure Doxy.me information to the patient. If this integration were to be withdrawn there would be severe disruption to patient care as they would not have valid appointment links for the telehealth services. No other vendor has the ability to provide the Doxy.me licenses and integration provided by the Doxy.me vendor.

Spartanburg School District Two intends to award a sole source procurement to Project Lead the Way (PLTW) for curriculum-aligned equipment, materials, and supplies required for program implementation during the 2025–2026 school year.

PLTW provides its approved equipment and supplies exclusively through the myPLTW Store, which is accessible only to authenticated users. All products offered through the myPLTW Store undergo an annual competitive bidding process. Awards are based on the lowest total cost of ownership as well as additional key factors, including alignment with PLTW curriculum specifications, reliable shipping, and demonstrated product quality.

PLTW has evaluated these items using established criteria for sole source designation. This review includes, but is not limited to:

  • Confirmation that the items are not available from any other authorized source

  • Verification of compatibility and interchangeability with PLTW-designated curriculum, software, and equipment

  • Identification of unique features or capabilities essential to PLTW program requirements

  • Determination that no alternative products meet the required performance specifications

Based on this analysis, the items available through the myPLTW Store meet the criteria for sole source justification. This sole source procurement will cover all PLTW-related supplies purchased through the myPLTW Store for the 2025–2026 school year.

The South Carolina Department of Behavioral Health and Developmental Disabilities (SCDBHDD) Office of Mental Health (OMG), Suicide Prevention Program (SPP) is intending to Sole Source with R1 Learning who provides training and awareness about suicide prevention efforts in SC.  More specifically the Sero Suicide Initiative Grant works with the SC Department of Corrections (SCDC), SC Department of Probation, Parole and Pardon (SC PPP), SC Department of Inpatient Services and Lexington County Community Mental Health Center to bring trainings to staff around suicide prevention.  The main intention is to bridge the gap in service once someone is released from SCDC custody either into SC PPP or to inpatient or outpatient treatment. R1 Learning is an education company providing an interactive curriculum that engages and retains individuals in service, increases practitioner effectiveness through workforce training and generates data for measuring outcomes.  R1 Learning delivers greater engagement for the leading evidence-based and best practice models and theories for mental health & wellness, substance use disorder, and life skills.  This grant faces unique challenges working inside correctional institutions where we are limited to what is allowable.  This program will assist the institutions with providing evidence-based therapy like DBT, which can be limiting due to institutional restrictions.   It will also allow peer support inmate programs to run groups inside the institutions.  This program can also be used among all our Grant Partners to keep the consistency of transition of care.  The vendor would provide OMH with an in-person train the trainer training.  Provide Discovery Kits for Clinicians, Coaches & Peers. The School District is looking to award a sole source contract to IVS, Incorporated, (d/b/a AngelTrax), for the purchase of mobile Vulcan Digital Video Recording Systems. The District intends to replace a portion of its' current mobile surveillance fleet with additional Vulcan hardware. The District currently utilizes Vulcan mobile camera systems and associated software across its' entire transportation fleet. These additional systems will be used to equip new school buses, and, to upgrade existing buses. Utilizing the Vulcan product will ensure compatibility with the existing equipment. IVS, Incorporated, doing business as AngelTrax, is the sole manufacturer and distributor of the AngelTrax and Vulcan series brand products, with no third party distributors authorized.

Horry County School District (HCSD) Learning Services intends to enter a contract as a sole source with The Hanover Research Council, LLC to provide a comprehensive, research‑based instructional audit to evaluate curriculum alignment and instructional practices across the district. The district needs an integrated service that combines rigorous quantitative analysis of student outcomes and subgroup disaggregation; qualitative classroom observations and stakeholder interviews; curriculum‑to‑standards crosswalks and classroom/practice alignment analysis; and ongoing access to comparative research, benchmarking tools, and implementation resources that directly inform and support post‑audit improvement work. The district additionally requires deliverables that include original, copyrighted reports, interactive benchmarking dashboards, and a secure online repository of prior commissioned studies to enable evidence‑based comparison with peer districts and rapid implementation of recommended practices. Because the district’s improvement strategy depends on a single, integrated platform that houses both the custom audit deliverables and a searchable archive of proprietary research and dashboards for ongoing use, the required subscription‑based, custom research service supported by exclusive, copyrighted data assets is available only through Hanover Research. Furthermore, no other vendor maintains or can license this archive, these dashboards, or Hanover’s proprietary datasets and methodologies, making Hanover the sole source able to fulfill the instructional audit requirements without alternation or substitution. 

The anticipated value of this potential contract is approximately up to $120,000 annually with up to two (2) additional optional one (1) year renewals for a total of $360,000. The initial term is 1 year, with a maximum contract period not to exceed three (3) years
