The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:
  1. 2016, then-Governor Nikki Hailey signed an executive order directing SCDHHS to take over administration of the Individuals with Disabilities Education Act (IDEA) Part C, referred to as BabyNet in South Carolina. SCDHHS assumed administration of BabyNet while the program was under Corrective Action Plan (CAP) with the federal Office of Special Education Programs (OSEP). Included in the CAP was a federal mandate to improve timeliness of claims payments to BabyNet service providers. To achieve this goal, SCDHHS undertook the effort to establish data integration between the BRIDGES IDEA Part C case management system and the agency’s eligibility and enrollment determination systems (E&E) and its Medicaid Management Information System (MMIS) to establish BabyNet membership and pay the claims submitted through BRIDGES. Yahasoft, who is responsible for hosting and maintaining the BRIDGES system, was to establish the X12 Electronic Data Interchange (EDI) transactions to deliver information among E&E, BRIDGES, and MMIS. As SCDHHS and Yahasoft were in the process of testing the new data interchanges, Yahasoft proved to be unable to provide basic information about the structure of its database, its development and release management process, or the code being developed to support data interchange for this project. SCDHHS was not able to develop and authorize a replacement system in time to comply with the requirements of its CAP response for federal funding year (FFY) 2019 which ended on July 1, 2019, and therefore acknowledged that the data integration requirements for this project was at significant risk to the BabyNet program. The immediate nature of the circumstances could not be acquired through normal procurement sourcing methods. Additionally, the start-up requirements necessary for any other contractor to accomplish this scope of work would be so time consuming as to further exacerbate the conditions, so it was not practical to seek formal competitive bids through the normal procurement process in order to meet the emergency. To ensure reasonable competition, SCDHHS contacted Greenway Health, TruBridge, and Public Consulting Group (PCG), all claims processing and revenue cycle service providers. Despite multiple contact attempts by SCDHHS, Greenway Health and TruBridge did not provide SCDHHS with more than general marketing materials and showed no willingness to engage in direct negotiation for provision of services. Of the three suppliers contacted for this emergency, PCG was the only supplier with requisite resources and technology in place to meet SCDHHS' aggressive deadline of deployment by July 1, 2019. Therefore, SCDHHS sought to contract with PCG for data translation and 837P generation services, acting as a clearinghouse of claims data for the program while SCDHHS thoroughly tested the 837P EDI transaction between BRIDGES and MMIS before Yahasoft deployed its solution to production. By using PCG as a clearinghouse SCDHHS was able to fulfill the requirements of its CAP response while also giving the BRIDGES Integration technical team additional time to test and acceptably minimize the risk of implementation for the Yahasoft solution. Failure to maintain these IT services would cause SCDHHS to fall out of compliance with the requirements of Part C of P.L. 108-446 of IDEA, making continuing compatibility of paramount importance. SCDHHS issued a Request for Proposals (RFP) in September 2019 to re-procure the IT systems and services for the BabyNet program. A Contract was awarded on March 25, 2020, under Solicitation 5400018456. Due to the COVID-19 public health emergency, SCDHHS postponed implementation of the new Contract until September 2020. The Contract was mutually terminated effective January 14, 2022. A new RFP is in development and is anticipated to be issued in FY 2023. This sole source will continue for the reasons stated above until a new Contract is implemented and operational. Once the new Contract is operational, this sole source procurement will be terminated. Therefore, SCDHHS must increase the amount of the award and the length of the contract to cover ongoing operational and change/enhancement costs to maintain the compatibility of the equipment.

The South Carolina Department of Corrections intends to Sole Source Appriss -SAVIN – A Statewide Automated Victim Information and Notification System also known as VINE (Victim Information Notification Everyday System).  VINE helps keep communities safe and informed by providing crime victims access to information about offenders’ custody status and notifying the victim about any changes in the offender’s custody status, while also providing an integrated crime victim service provider directory. Victims must be able to receive automated notifications about their offender’s custody status via their choice of format: phone, email, text, or in-app messaging. TTY services must also be available. VINE is a single solution that notifies users about updates to court events and protective orders as well. Probation and parole updates keep victims informed once an offender moves to post-incarceration supervision. The SAVIN System is currently being utilized in 44 county detention centers, 1 prison camp, 2 city jails, the South Carolina Department of Corrections, the South Carolina Department of Probation, Parole and Pardons, and the South Carolina Department of Juvenile Justice. To allow for the transparent exchange of data, it is desired that the system be compatible with the existing operational electronic offender or victim information system in order that the systems can remain integrated into one statewide victim notification system with appropriate interfaces.

 

The system must meet BJA SAVIN requirements for victim notification. The overall SAVIN architecture must support the ability to share data among multiple data sources. The information sharing for SAVIN includes implementing relevant national information sharing standards as recommended by DOJ’s Global Justice Information Sharing Initiative (Global), such as Global Reference Architecture (GRA), National Data Exchange Model (NIEM), and Global Federated Identity and Privilege Management (GFIPM). SAVIN IEPD/Service Specifications and other currently available technologies that support SAVIN business processes are required

This included onsite demonstrations and testing in a SCDC correctional facility and inside correctional facilities of states other than SC.  Many of the features and options presented by other Vendors are based on special mobile Apps installed on users “legal” mobile devices and on WLAN architecture with mobile connectivity, which transmit each of the device’s MAC addresses freely.  Unauthorized mobile devices are not prevented from use.  This falls short of eliminating the Inmates ability for unauthorized devices to establish calls, text and data communications.  The detection and monitoring systems viewed by SCDC were not able to identify all of the different mobile cellular devices, and cellular hotspots.  Vendor’s detection and monitoring equipment sensors are configurable by software only and monitor by means of spectrum analysis.  Other Vendor’s sensors are slow to detect short signal burst, e.g. data packets from email.  Day by day called phone numbers and SMSs are no longer the norm resulting in IP traffic and encrypted Point to Point communication becoming the standard (such as, WhatsApp, etc.) and the current data can no longer be grabbed by those software sensors.

DetectTalk/TalkTelio’s technology is the only product which monitors multiple bands simultaneously which can detect and monitor phone calls, texts and other data transmissions. It is the multiple band monitoring and expanded detection features that are required by SCDC. The other products may be similar but do not have the essential requirements needed by SCDC. This product will detect unauthorized cellular devices using a unique hardware technology that catches all packet bursts less than 2ms, e.g. data packets from email, VOIP, SMS, Data apps, and station updates.   DetectTalk/TalkTelio is the only vendor found that monitors all band frequencies concurrently.  Their technology is completely unique configurable by hardware, plus software resulting in a huge advantage in detection:  the fastest speeds can detect cell phone in 1ms.  Detect Talk/TalkTelio’s solution can monitor all configured (by hardware, NOT software- because the inferior technology is slow) frequencies at the same time.  Other Vendor’s software solutions sweep through the cellular spectrum bands which results in failing to cover all bands concurrently.  No other product on the market utilizes the same unique technology as DetectTalk to detect and monitor all cellular devices.

The single source for both consumable maintenance items and equipment failure parts is the Delaval Company which operates through distributors.  The design on these parts are protected as proprietary and or patented to the original manufacturer.  The distributors or bound by territory assignments in which operations are allowed.  Southeast Milk Inc. is the only southeastern distributor in place for the Rembert, South Carolina location. The representative for Southeast Milk Inc. provides diagnostic and repair functions for all the installed systems, in addition to providing all supplies and parts on an as needed basis.

The South Carolina State Housing Finance and Development Authority (SC Housing) intends to create a Sole Source contract valued at $393,310.78 for the term of one initial year with a one year renewal optional to TENA Companies, Inc (TENA).  TENA shall supply its organization’s proprietary software, in-depth training to use the software purchased and temporary support staffing to assist SC Housing be compliant to Housing and Urban Development's (HUD’s) regulations and guidelines. In combination, all three facets will ensure SC Housing’s understaffed Quality Assurance department brings all SC Housing's Federal Housing Administration (FHA) loans into compliance with HUD’s federal standards, now and in the future.  There have been numerous significant regulatory changes that have occurred during the last few years impacting FHA mortgage servicing.  TENA is the only organization capable of providing retroactive and current HUD regulations pertaining to inquiry databases which are applicable to the regulations in effect during the timespan of the FHA loans being reviewed. That is, whether the FHA loan being reviewed is from two years ago, or is recent, TENA’s software allows quality assurance reviews of the FHA loans for the time frame in which they were executed.

The South Carolina Department of Corrections intends to Award a Sole Source to ERAD Group, LLC. for the software applications, ERAD-Intel and ERAD-Recovery. ERAD-Intel and ERAD-Recovery allows authorized users to read the account number from a payment card and determine the amount of value associated with prepaid cards. A law enforcement agent can then freeze the cash balance associated with the prepaid card and, with proper authority, transfer those funds to a designated agency bank account. All of this can be accomplished using either a mobile device loaded with the ERAD-Intel or ERAD-Recovery applications, or by accessing the software through a secure web portal.

 

The ERAD-Recovery Departmental Solution service includes access to the ERAD System, Illicit Cash Seizures, USB magstripe readers, setup, implementations and web-based system and awareness training for up to 15 in the Office of Investigations and Intelligence. It also includes web-based awareness training for ALL LEOs. The ERAD-Recovery allows authorized users to read magnetic stripe cards, identify critical payment card information, secure the funds associated with prepaid cards and document all the information in concise and easy-to-read reports. Specifically:

  1. Access to the ERAD-Recovery system via a secure web portal or smart phone application for authorized personnel.
  2. Determine the value associated with Visa, MasterCard or American Express prepaid cards as well as crypto currencies and cash apps like Venmo, Paypal and others.
  3. Secure and transfer laundered prepaid card cash to a designated bank account at no additional cost up to the first $10,000.00 once the appropriate legal authority has been obtained. After the initial $10,000.00 has been surpassed a 6% processing fee will be charged.
  4. Generate detailed, confidential, and consistent reports.
  5. Personalized web-based awareness, interdiction and system training for all personnel.
  6. Access to industry experts for expert witness testimony and technical support.
  7. A library of reference material including sample warrants, relevant case law (including Appellate rulings on search and seizure), training videos and operating policies.

 

The software applications were developed by ERAD Group, LLC and licensed exclusively by ERAD Group to law enforcement agencies who interrogate magnetic strip epayment cards and seize funds from prepaid cash cards. The South Carolina Department of Health and Environmental Control (DHEC) is seeking qualified vendors to provide one (1) Illumina NexSeq 1000 Sequencing System and a One Year Warranty.

As members of the CDC’s PulseNet national foodborne outbreak surveillance network, DHEC’s lab is responsible for reporting their statewide results to the CDC in order to link South Carolina outbreaks to any and all national foodborne outbreaks.

This system will give the Public Health Laboratory the ability to sequence more samples within the CDC’s required turn-around times. With a new emphasis being placed on Wastewater testing and surveillance, the NextSeq 1000 system will allow larger genomes to be processed without interrupting the current workflow for other sample types. This system is to be used in the DHEC Molecular Epidemiology Laboratory. The total estimated dollar amount of the purchase is $185,000.

Parenting Inside Out (PIO) is an evidence-based, cognitive-behavioral parent management skills training program created for incarcerated parents.

At the core of Parenting Inside Out is Parent Management Training (PMT). PMT includes communication, problem -solving, monitoring, positive reinforcement, and non-violent discipline techniques. With input from inmates and their families, researchers built upon the PMT curriculum to make it effective within the context and restrictions of parents and families involved in the criminal justice system. PIO addresses the unique situation and issues of systems involved parents. PIO:

  • Is outcomes-based
  • Is learner-centered
  • Uses social learning theory to teach cooperation and problem-solving in the context of learning parenting skills
  • Helps parents promote healthy child adjustment, prevent child problem behavior, and build resilience in children

Parents develop and refine social interactional skills and citizenship behaviors they can use in all aspects of their lives and that will help them guide their children toward becoming positive, constructive adults.

The PIO program gives parents a way of navigating life that uses healthy, pro-social skills to interact with children, partners, co-parents, officials, friends, and family. SCDC intends to use PIO-60, PIO-48, PIO, 24 and the coach training program.

The copyrighted materials related to the above referenced curriculums include course-specific participant manual, profiles, assessments, survey as well as other copyrighted and trademark-registered materials.

  2. Proving awareness and knowledge to inmates and juveniles about sexual assault, misconduct, and harassment through group education sessions provided by a qualified instructor.

Providing training and education to the staff of SCDC and SCDJJ, to include correctional officers, medical and mental health practitioners, and others, (including train the trainer) regarding information on the PREA, sexual assault, trauma informed care, youth violence prevention, SAFE/SANE requirements, and how to assist survivors of sexual abuse

Pathways to Healing is the only sexual assault services operating in Manning, Broad River, Goodman, Camille, Kirkland, Wateree, and Turbeville Institutions. Pathways to Healing is the sole provider of the JAG, STSM and is already in place.

Datamaxx allows state law enforcement agencies to conduct investigations on behalf of the state as directed by the Governor and Attorney General. Datamaxx provides timely access to the NCIC, Nlets, and SC Criminal Justice Network for information capture and sharing. The web system is used to gather criminal history on incoming inmates and employees.  System is also used to update CJIS and NCIC on current status of inmates, sentencing, admission dates, location, ect. Also, Datamaxx allows for entering any warrants for any criminal housed at the Agency and the system provides any warrants from any other law enforcement agency in the country that maybe issued after incarceration.

DataMaxx is the only system currently approved by SLED for access to the Criminal Justice Agencies for secure access in South Carolina.

Livescan hardware was replaced in 2019 with a newly updated version to become compatible with Windows 7, Windows 8, or Windows 10. Fingerprint and Identification systems is of the utmost importance to be able to process new inmates into SCDC and verify with SLED/FBI/NCIC. Dataworks is the only vendor that can provide the livescan upgrade and hardware and software support that is compatible with SCDC’s existing Dataworks software that was customized for SCDC interfaces/oms/systems. The South Carolina Department of Corrections intends to Award a Sole Source to Charm Sciences for the equipment and tests used to check the raw milk for antibiotic. This test provides the Dairy assurance that milk shipped to outside sources is clear and free of any antibiotics.  In the event milk is shipped to an outside vendor and tests positive for antibiotics, SCDC is forced to dump the milk and will not receive payment. SCDC would alo become financially responsible for any other milk on the truck shipment. The SCDHEC (Chris Saul) recommended that SCDC Dairy use Charm Sciences to test the milk in order to assure the quality.  Charm Sciences, Inc. is the manufacturer and sole provider of these products.

The South Carolina Department of Corrections intends to Award a Sole Source to Dairy Heard Improvement Association (DHIA) for the procurement of the sampling services ensuring the SCDC ‘s dairy operations are able to continue meeting the state and federal guidelines for Grade A dairy operations.

 

(DHIA) is a national association which has affiliate members throughout the United States.  Each of these members is assigned to a specific region of the country utilizing state boarders as the point certain for providing services to interested dairymen.  The member which services South Carolina is the United Federation of DHIA’s, 6580 Valley Center Drive Bay 161, Radford, Virginia 24141.  Under the agreement with National DHIA, there are no other members permitted to sell services within the states of South Carolina, North Carolina or Virginia.

Monthly services include confirming daily milk weights, sampling each cow’s milk for somatic cell (SCC), percent milk fat and percent protein. Other sampling services are provided on an as requested basis.  Entire herd profile is contained in a DHIA proprietary herd management software (PCDART).  The database which the software utilizes is maintained on an on-farm computer but cannot be accessed without regularly using this testing service.  The software requires daily on-farm data entry and report generation, as well as updates with the most recent results of each “test day” after processing. 

In addition to the multitude of daily on farm management decisions, the resulting information compiled for each animal ensures that the dairy is able to continue to meet the state and federal guidelines for a Grade A Dairy Operation.  This data is also transferred directly to the United States Department of Agriculture for use in commodity reporting, genetic evaluations and advancement of the dairy cow.

The South Carolina Department of Corrections intends to Sole Source Ronco for the provision of the ELPAS/RTLS Man-Down Duress System. The RTLS System is a combined hardware and software solution delivering wireless monitoring/tracking of prison guards facilitating faster response time during emergencies in the inmate population. The RTLS System contains a Software Development Kit for the development of interfaces to external building and security systems. Including a Web Services based interface to enable simple integration by developers and to access and update database events and objects. Interfaces with Intrusion, CCTV, Access Control and Patient Call Systems

  • This system will support local devices that continue to annunciate duress(man-down) alerts during network or server outages. The system uses Controller Based Alerts for Man-Down, Trouble events for any device connected to its RS-485 BUS (subnet) such as Device Tamper (and restore), Low Voltage (and restore), Communication (crc) errors (and Restore), Bus Capacity Exceeded, Antenna Removed (and Restore), Server Communication Failure (and Restore).
  • The system will support wireless temperature monitoring by utilizing the same 433 MHz Radio Frequency Infrastructure to monitor temperature and annunciate out of range alerts for Refrigerators, Food Pantries, Medicine Cabinets as well as ambient temperature in housing units, server rooms, etc.

The RTLS System contains a Software Development Kit for the development of interfaces to external building and security systems. Including a Web Services based interface to enable simple integration by developers and to access and update database events and objects. RONCO is the Sole Certified partner of ELPAS/Centrak in the state of South Carolina with the applicable technical certification to support a correctional project. The South Carolina Department of Health & Environmental Control (DHEC) intends to award a Sole Source contract valued at $600,000 over 2 years to bioLytical Laboratories for INSTI HIV-1/HIV-2 antibody test kits and controls.  The tests will be used for screening programs in public health and outreach settings, emergency departments, labor and delivery, laboratories and physician offices.  For these outlets, an instant test cleared and approved by the Food and Drug Administration (FDA) and a Clinical Laboratory Improvement Amendments (CLIA) waived rapid assay using immunofiltration methodology is required.
