Clemson University seeks to sole source the purchase of an Illumina MiSeq i100 for use in Genetics, Microbiology, and Biological Sciences undergraduate teaching laboratories. The MiSeq i100 is a widely adopted short read sequencing platform used in both biotechnology and research settings. This machine is the only option that provides continuity across current experimental platforms on campus, established laboratory protocols within our sequencing core, and ready-to-use analysis pipelines and training materials across research labs and the core. Personnel, teaching staff, and research labs have already been trained on Illumina platforms, easing the incorporation of sequencing-based assignments in classes. Additionally, data generated from the new MiSeq i100 is compatible with current platforms, facilitating integration of previously generated data with new research data. Changing platforms significantly impedes effective and rapid teaching and research goals. Additional machine specifications also improve our ability to fulfill the educational and research stipulations for undergraduate laboratory classroom applications: 1) Higher data quality scores on longer read applications, 2) Compatible kits from Illumina and third-party vendors that require no additional conversion steps, allowing for flexibility in experimental design, 3) Integrated cartridges consolidate, simplify reagents and the flow cell setup to only 3 steps that can be completed in <20 min, allowing for real-time classroom use within a lab period, 4) Library QC in 2 hrs with apps available for flexibility and adaptability within the classroom while still ensuring rigorous research results, 5) Automated onboard sequencing workflow, further facilitating in-class use, 6) Machine specifications that allow for rapid results, including CMOS Detection with 2 channel chemistry and enabled XLEAP SBS chemistry, facilitating rapid results for in-class use. For these reasons, this is a sole source procurement.

Emergency Procurement Justification: Mobile Modular Building
The District respectfully requests approval of an emergency procurement for the purchase and installation of a mobile modular building to support additional staffing needs resulting from continued student growth.
In April 2026, the Board of Trustees approved additional staffing positions, effective July 1, 2026, in response to increasing student enrollment and operational demands. The District is appreciative of the Board’s support in approving these positions, which are essential to maintaining high-quality services for students.
Due to current space limitations within existing facilities, there is insufficient office space to accommodate these new employees. In order to provide appropriate workspace and ensure staff are able to effectively perform their duties upon their start date, a mobile modular building is required.
Based on vendor timelines, the delivery and installation of a modular building requires approximately 6–8 weeks from the time of order. To ensure the building is in place and ready for occupancy by July 1, 2026, procurement must occur immediately.
The Board also approved an update to the District’s procurement exemptions, effective July 1, 2026, to include one-of-a-kind items such as portable classrooms and modular buildings. While this update will support future procurements, the current timeline necessitates immediate action prior to the effective date of the exemption.
Pursuant to the South Carolina Consolidated Procurement Code, emergency procurements are permitted when there exists an immediate threat to public health, welfare, or safety, or when there is an urgent and unexpected requirement where delay would be detrimental to the District’s operations. In accordance with this guidance, the District has determined that the need to provide adequate workspace for Board-approved staff—necessary to support student services and daily operations—constitutes an urgent operational requirement. Delaying procurement would result in insufficient facilities for staff to perform essential job functions, thereby negatively impacting the District’s ability to effectively serve students.
This situation constitutes an emergency procurement due to:
- The need to support Board-approved staffing aligned with student growth
- Insufficient existing space to accommodate new personnel
- Vendor lead times requiring immediate action to meet occupancy needs
- The operational necessity of ensuring staff have appropriate workspace upon hire
Timely action is essential to ensure continuity of operations and to support the successful onboarding of new staff members.
For these reasons, the District is proceeding with an emergency procurement in accordance with the South Carolina Consolidated Procurement Code to secure a mobile modular building and ensure readiness for the upcoming school year.
Competition:
Competition was sought to the extent practicable. Vendor selection was based on ability to meet required delivery and installation timelines and provide a compliant solution at a reasonable cost. The total is for 24- month lease, delivery set up, and charges upon return.

This purchase is justified as a sole source because Tecniplast zebrafish systems are fully compatible with the Aquatic Animal Research Laboratory’s existing aquatic housing infrastructure. We currently operate Tecniplast systems, and all tanks, racks, and components are interchangeable. No other manufacturer offers systems compatible with our existing equipment. This compatibility is critical for animal welfare and emergency preparedness. In the event of a system failure or emergency, tanks can be transferred immediately to other Tecniplast systems without moving or stressing the fish, ensuring continuity of care and minimizing risk of animal loss. Facility staff are also already trained and experienced in the operation and maintenance of Tecniplast systems. Using the same manufacturer avoids the need for retraining, reduces the risk of error, and ensures consistent husbandry practices. Introducing a different system would increase operational complexity and risk. For these reasons, this is a sole source.

Description of the Agency need that this procurement meets: The South Carolina Department of Parks Recreation & Tourism (the "Department") is seeking a qualified architect to provide complete architectural/engineering services for the design and construction of the Department's new welcome center at 1-26 South at the North/South Carolina border (at Landrum). The Department is currently designing a new welcome in North Augusta that successfully meets the programmatic needs and requirements of the Department for its welcome center operations and is ideal for the Landrum location. Additionally, site adapting this design will save time and money, and restore the full welcome center services at Landrum to our State as quickly as possible. The Department is not aware of any other suitable design prepared to meet its special needs and requirements. Therefore, the Department intends to site-adapt the North Augusta Welcome Center design for the Landrum Welcome Center. The architect and architect's consultants for the North Augusta Welcome Center own the license for this design. Therefore, the acquisition of the design is a sole source. Due to liability issues, the North Augusta Welcome Center architect is not willing to sell its license for use elsewhere absent their involvement in the project. The Department believes that acquisition of the architect to site adapt the North Augusta Welcome Center design is a sole source and intends to proceed as such. Qualified architects who disagree that the selection of the architect to site adapt an existing design and who are willing to accept full responsibility for doing so, should contact Kevin Kibler at 803-734-3752 by May 15 2026 for additional information.
Description of market research Agency performed to determine the availability of products or services that would meet the Agency's needs: The Agency's tourism division - based on visitor surveys - stresses the importance of historical and cultural authenticity for those visiting regions within South Carolina and as such, believes that the North Augusta Welcome Center design will impart aesthetic consistency to those visiting the equestrian areas of Aiken and Landrum as both welcome centers would be based off the existing North Augusta Welcome Center's equestrian design. Ultimately, such consistency will enhance the State's "brand".
Description of supplies, construction, information technology, and/or services Vendor will provide under the contract: The requested sole source vendor will provide architectural services associated with the Design-Bid-Build (DBB) delivery method of its Welcome Center Rebuild - Landrum Project. This project entails the demolition of the existing structure and the construction of the new center, as well as the associated site improvements.
Detailed explanation why no other vendor's supplies, construction, information technology, and/or services will meet the needs of the Agency: In addition to the unique equestrian design justification described above, the Agency believes that utilizing the North Augusta Welcome Center design will allow for a potential reduction in ongoing operational and maintenance costs as both centers would be developed with a design consistency that would afford a level of sameness of mechanical, electrical, plumbing, roofing and building envelop components. Finally, the shared design will provide a potential reduction in design development costs as well as a potential shortened schedule for the Welcome Center Rebuild - Landrum project.
