he Qualisys motion capture system has unique hardware and software capabilities that are not currently found in other competing companies. The Qualisys system has an advanced ability for automatic tracking of marker sets. Other motion capture systems can track marker sets after first identifying each new subject. With Qualisys, the end user only needs to do this when creating a new marker set and subject to subject auto identification is inherit in the system. This feature saves time and limits the chance for human error with identifying markers. Furthermore, to our knowledge, the Qualisys system is the only company that can perform offsetting camera exposure time so that cameras within each other’s views or glares from another camera are no longer a factor. This means that areas of the camera sensor no longer need to be masked in which good data may be discarded.  The total Clemson spend for this is $128,072.56.

Clemson is currently using an in-house drawn Ytterbium-doped specialty optical fibers, operating between 1µm to 1.1µm in wavelength. These high-power lasers have very narrow linewidths (<10kHz, <<1nm) and need an optical spectrum analyzer (OSA) that can both measure the center wavelength accurately as well as get a very good approximation on the linewidth. Due to our research constraints and after conducting a comparison of specs, it became apparent to us that Yokogawa is the only company that can make an OSA that meets the demands of our research with their AQ6370D-12 OSA, as it has the wavelength range that encapsulates what we are interested in investigating, 0.6µm to 1.7µm, as well as the high-wavelength resolution of 0.02nm. This instrument is also compatible with other instruments that we already have in our lab.  Total spend by Clemson is $76,000

The Medical University of South Carolina (MUSC), Department of University Risk Management (URM) in accordance with §11-35-1570 (B) of the SC Consolidated Procurement Code, and in accordance with Regulation 19-445.2110 is announcing the award of an emergency procurement to Stericycle, Inc. in the amount of $65,000.

MUSC’s emergency procurement is for off-site infectious waste disposal service. Infectious waste disposal is heavily regulated by federal and state agencies including Department of Transportation (DOT) and South Carolina Department of Health and Environmental Control (SC DHEC) and accrediting bodies such as The Joint Commission. To ensure we continue to adhere to the requirements set forth by all agencies in regards to infectious waste disposal. URM must contract with a company fully capable to provide timely, cost-effective, reliable disposal services. Failure to comply with the regulations and standards of SC DHEC, is subject to applicable civil and administrative penalties.

URM is preparing more current specifications to be advertised and awarded through a formal bid process which will allow for a cost-effective vendor award. Due to the recent COVID-19 pandemic, priority had to be shifted to the hospital infectious waste causing a delay in the formulation of the up-to-date specifications. In the meantime, URM must ensure continuation of disposal services for our off-site locations. This continuation of services ensures ongoing regulatory compliance, safety, and customer satisfaction.

SCDMH intends to enter a one year contract with four one year renewal options for fire alam testing, inspections, parts, and repairs for its Columbia locations with Johnson Controls. These systems were installed oringially by Simplex Grinell which was purchased in by Johnson Controls. Repairs on these protected systems require the use of certified technicians and parts available only through Johnson Controls. Failure to use these certfied technicians or OEM parts; voids warranties and puts these critical systems are risk of going down. This would result in safety risks to both staff and our patients/clients. For the above reasons, Johnson Controls is the only suitable and acceptable offeror to maintain these systems. Estimated annual costs are $82,325 for inspections and $93,000 for parts and repairs. In compliance with the requirements in Section 11-35-1560 of the South Carolina Consolidated Procurement Code and in accordance with Regulation 19-445.2105, South Carolina Judicial Branch, SCJB, announces the intent to award a Sole Source procurement to BIS Digital.

 

Since 2017, the SCJB has been experiencing difficulty attracting and hiring a sufficient number of traditional court reporters to capture the record using stenography and voice writing technologies in Circuit and Family courts. Owing to the nationwide shortage of traditional court reporters, the SCJB had to implement digital/electronic technologies to ensure that the record could be captured accurately and reliably.

In fiscal year 2020, SCJB solicited 3 written quotes for commercial of the shelf software to assist SCJB with its digital recording needs. Pursuant to 11-35-1550 (2b) SCJB entered into an agreement with BIS to provide its Digital Court Reporter (DCR) software. This partnership is extremely advantageous to SCJB since BIS can also provide the necessary hardware for the project through the South Carolina State Wide Contract for Audio Visual Products and Services.

BIS is the only company that can maintain and support their software. They are also the only company that can train new SCJB employees on the use of their software.
